The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) on behalf of the AEGIS training and Readiness Center, Dahlgren, VA, intends to non-competitively procure systems engineering and technical support services for developing computer based equipment simulations (VISTA) used for technical training purposes. The VISTA simulations will simulate AEGIS tactical and related equipment faults/failure, automatically perform self-test diagnostics, and include an instructor management utility program. In addition, the simulation program shall include a configuration management utility program. Also, equipment simulation introduction lessons and user training will be procured to coincide with the simulations.. These services will be acquired on a sole source basis from Lockheed Martin-Canada, 6111 Royalmount Avenue, Montreal, QC H4P1K6. Note 22 applies. The contract type is anticipated to be a Cost-Plus-Fixed-Fee (LOE) contract for a period of five years.
