soliciting bids on a full and open competitive basis from qualified
organizations to enter into a firm fixed price contract for refuse
removal services at the Academy. Work under this project consists of
providing the necessary labor, equipment, supplies, debris boxes,
recycling containers and transportation to collect, remove, recycle,
and dispose of refuse. The contract shall be awarded for one base year
and four one year option periods, to be exercised at the discretion of
the Government. The solicitation shall be available on or about
7/30/98. The base option year and each option year will be awarded and
exercised subject to the availability of each fiscal year funds. Only
written requests for the solicitation shall be honored. The request
may be submitted via letter or e-mail to the attention of the named
Contracting Officer. The applicable sic code is 4953 and the applicable
size standard is six million dollars. The date listed for submission of
bids is an approximate date. Please refer to the solicitation for the
actual issue date. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 millions per contract. The DOT provide an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
