synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation and a separate written solicitation will not be issued.
This solicitation will include all applicable provisions and clauses in
effect through FAR FAC 97-04. The solicitation is not set-aside for
small business. However, the Standard Industrial Classification Code is
5812 and the business size standard is $5M. The solicitation is for a
Requirements Type Contract to provide noon meals to applicants
processing at the Indianapolis MEPS located at MG Emmett J Bean Federal
Center, 8899 East 56th St, Indianapolis IN 46249-9000 during the period
1 Aug 1998 through 31 July 1999 with four one year option periods.
Contractors facility shall be within a 20 mile radius of the MEPS.
Contractor shall be prepared to successfully pass an inspection
conducted by the MEPS immediately or within 24 hours after bid opening.
Contractor facilities must comply with standards as established in the
performance work statement. Checklists used by the MEPS will be
provided to the contractor. Contractor will be allowed 48 hours after
inspection to correct minor deficiencies being general cleaning and/or
minor repairs. Additional time will not be given for major repairs or
cleaning. The estimated number of meals is 10,600 each and is based on
the best information available to the Government but may not be the
actual quantities experienced during the contract. Payment will be made
for actual meals ordered. The Government will furnish approximately 920
sq ft of dining area, approximately 308 sq ft of serving and storage
area, approximately 95 cu ft of storage cabinets, food preparation
counter approx 13ft4in long, formica top preparation counter, approx 14
ft long and 4 ft deep, refrigerator, 16 to 18 cu ft, residential type
with no locking device, double stainless steel sink with disposal and
grease trap, dining tables and chairs to accommodate 50 people at one
seating, water and electricity required to serve meals. Noon meals
shall consist of the following: applicants may select one from each
group. The contractor shall provide all selections each day. Cold
Sandwiches (served on bread) with min 3.5 oz meat, Ham, sliced, baked
or boiled, turkey, sliced, roast beef, sliced, italian combo
(consisting of provolone, ham, salami and pepperoni) and tuna salad.
The contractor shall provide the applicant one selection from the
following list. At least three of the following items shall be
available each day, pretzels, 1.5 oz bag. potato chips, 1 oz bag,
pasta/macaroni salad, 3 oz, potato salad, 3 oz or mixed fruit salad, 3
oz. The contractor shall provide four desserts from at least three
dessert catagories and shall allow the applicant to choose one dessert
per meal. Pies, apple, cherry, peach or berry, 16th of 9 in pie or one
commercially packaged pie. Cake, 2 oz cut layer cake with icing.
Cookies, two, 2 inch round each. Fresh fruit, apple, banana, orange,
one medium, 3 per pound. The contractor shall provide all the beverages
listed, coffee, 2 cups, tea, hot or cold, 2 cups or glasses, milk, 1/2
pint carton, soft drinks, carbonated, 12 oz can nationally know, eg,
Pepsi, CocaCola, RC products. Drinks shall include cola, root beer or
lemon lime, regular and at least one type of diet and caffeine-free.
The contractor shall provide condiments, Lettuce, tomato, catsup,
mustard, mayonnaise, pickle, relish, onion, tartar sauce and salt and
pepper. The contractor shall serve sandwiches on a minimum 9 in dia
quality paper or styrofoam plate. Napkins shall be a minimum 13 x 13
inches, paper only, and straws as requested by applicants. Meals
furnished shall consist only of food and nonalcoholic beverages
commonly served with meals. Meals shall be served at the MEPS from
10:30 AM to 1:30 PM Monday through Friday. Additionally, these
requirements may be needed for approximately 13 Saturday operations
annually. The Government estimates than an average of 40 served noon
meals shall be required daily with a maximum of 160 each applicants.
The contractor shall perform the administrative functions to account
for meals provided to applicants. Instructions will be provided to
successful offeror. The contractor shall return the completed forms on
a daily basis to the MEPS by noon the first day following the day on
which lunches are provided. Offerors are advised to include a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications- Commercial Items with the offer, FAR 52.212-4, Contract
Terms and Conditions-Commercial Items, applies to this acquisition and
includes the following adenda 52.216-21, Requirements, 52.216-19,
Order Limitations, 52.216-80, Ordering. Clause 52.212-5 Contract Terms
and Conditions Required to Implement Statutes or Executive Orders
Commercial Items, applies to this acquisition. The following clauses
are applicable to this acquisition, 52.203-6, 52.203-10, 52.219-8,
52.222-26, 52.222-35, 52.222- 36 and 52.222-37. DFAR 252.219-7006,
Notice of Evaluation Preference for Small Disadvantaged Business
Concerns (Alternate 1) is also applicable. This acquisition is
unrestricted. Award will be made in the aggregate to the lowest,
responsive, responsible bidder. Award will be made only after due
consideration and evaluation of facilities whose food preparation are
is located within 20 miles of the MEPS. Contractor shall be prepared to
successfully pass an inspection conducted by the MEPS immediately or
within 24 hours after bid opening. Contractor facilities must comply
with commercial standards. Checklists used by the MEPS when conducting
inspections will be furnished prior to inspection. Contractor will be
allowed 48 hours after inspection to correct any minor deficiencies
found during the inspections. Contractor food/meal facilities shall
have successfully passed their most recent public health department
