COMMERCE BUSINESS DAILY ISSUE OF JULY 14,1998 PSA#213670 -- MS PROJECT 98 SOFTWARE AND LICENSES This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested, and a written
solicitation will not be issued. The solicitation is issued as a
Request for Quotation (RFQ) and identified as SSA-RFQ-98-3584. The RFQ
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-04. This acquisition is being conducted
as a small business set-aside with the standard industrial code (SIC)
as 7372 and small business size standard as $18.0 million in annual
receipts. For this RFQ, there is only one line item: Microsoft Project
98 on CD WITH fully legal license only (no documentation required),
quantity of 275. In lieu of the 275 software CDs, the following
alternative is acceptable: 25 CDs of the Microsoft Project 98 software,
plus 275 licenses for the software (no documentation). Delivery date
and place for shipment required: within 30 days ARO to Social Security
Administration, Receiving Clerk, Operations Building, 6401 Security
Boulevard, Baltimore, MD 21235. F.O.B. and Acceptance Points shall be
Destination. Evaluation Criteria of Offers (Quotes): The Government
will award a contract resulting from this solicitation to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, price and other factors
considered. The Government will place an award with the offeror who
meets the Government requirements stated herein at the lowest price.
The clause at 52.212-4, Contract Terms and Conditions -- Commercial
Items, applies to this acquisition. The clause at 52.212-5, Contract
Terms and Conditions Required To Implement Statutes or Executive Orders
-- Commercial Items, applies to this acquisition. Under paragraph (b)
of this clause, only the clauses numbered (6) through (9) are hereby
indicated for incorporation by reference. Under paragraph (c) of this
clause, none of the clauses are being incorporated by reference. DUE
DATE: within 10 calendar days from the publication of this notice.
PLACE WHERE OFFERS ARE DUE: Social Security Administration, Office of
Acquisition and Grants, Attention: Ms. Junghie Elky, 1710 Gwynn Oak
Avenue, Baltimore, MD 21207-5279. The provisions at FAR 52.212-1,
Instructions to Offerors -- Commercial Items, shall apply. For
preparation of responses, offerors shall provide all information that
is required according to this clause. Respondents should note in
particular that they must include the warranty period/terms and
conditions on the software; a completed copy of the provision at
52.212- 3, Offeror Representations and Certifications -- Commercial
Items. [Note: A Word 97 file attachment containing this provision is
included with this synopsis for respondents' convenience]; respondent's
DUNS number; and an authorized signature and date for the offer/quote.
In addition, respondents shall indicate whether a Government credit
card (Visa) order for this requirement is feasible. GSA schedule or
GWAC pricing may be offered. However, those providing GSA or GWAC
pricing must reference the applicable GSA or GWAC contract number.
Note: GSA or GWAC respondents are not restricted by the small business
set- aside requirement, nor are they required to complete the
provision at 52.212-3, Offeror Representations and Certifications. If
an order is placed under GSA or GWAC contract for this requirement,
then whatever terms and conditions under that contract shall apply, in
