Architect/Engineer services to expand and renovate an existing postal
facility in Richmond, Virginia. The project consists of investigation,
design, drawings, specifications and proposal documents for renovation
of an existing facility to provide approximately 260,000 gross square
feet; an expansion of approximately 251,000 gross square feet; and a
3-story 1,040-car parking garage. Demolition and soil remediation is
also part of the scope of work. USPS mechanization design will be
included as part of the work. Also included is the integration of a new
Postal Retail Store into the facility. Construction staging and phasing
coordination plans in an operating facility will be critical. Entire
facility will be made code compliant. Estimated construction cost is
$40 million to $50 million. The basic contract will be for completion
of the Concept Phase (30%). Additionally, the contract will contain
options for design completion and construction administrative services.
The qualifications of firms for this project are as follows: (1)
Experience in projects of compatible size and scope in the Richmond,
Virginia and nearby areas. Experience shall include: (a) Adaptation of
buildings to handicapped accessibility; (b) Work designed in harmony
with an occupied facility; (c) Hazardous material and soil remediation
abatement experience; and (d) Familiarity with 1998 USPS design
criteria; (2) Architectural firm shall have a minimum of seven licensed
architects in the office where the work is performed; (3) Consulting
engineering firm(s) shall have at least two licensed engineers in each
of the following disciplines: Structural, Mechanical, Plumbing, Fire
Protection, and Electrical in the office where work is performed; (4)
Prime and structural, mechanical, and electrical engineers shall have
worked together on at least three projects of similar size and scope;
and (5) Autocadd Version 13 or later. Comparable projects will be
considered as renovation and expansion of operating industrial plants,
200,000 gross square feet or greater, and costing more than $30
million. Firms that have the qualifications to perform the services
described above are invited to submit a completed SF255,
Architect/Engineer and Related Services Questionnaire for Specific
Project, and a completed SF254, Architect/Engineer and Related Services
Questionnaire, for each of its proposed consultants to the office shown
above, received no later than August 25, 1998. The selection will be
conducted by using both the submitted SF255 and SF254s. Interested
firms with more than one office must indicate on their SF255 the
staffing composition of the office in which the work will be performed.
Consideration will be given to firms, including consultants, responding
to the advertisement in accordance with the following order of
preference: (1) Richmond, Virginia; (2) 25-mile radius of Richmond; and
(3) All other. Architectural and engineering firms will be considered
as local only if their sole office is in the local geographical areaor
they have a local branch office and all the architectural design,
coordination, and management of the project will be to performed in
that office. The contract contains a requirement for firms to provide
evidence of current insurance of $200,000 of errors and omissions per
claim. It is prohibited to pay any fee, commission, percentage or
brokerage fee to any person or firm contingent upon or resulting from
award of a contract for this project No other general notification of
this project will be made. Submissions will not be retained or
