Control and Prevention intends to negotiate with and award a contract
to The Mayo Medical School, Mayo Clinic, to analyze a longitudinal
community cohort study database entitled "The Rochester Epidemiology
Project (REP). The history surrounding the REP data study encompasses
more than fifty years collection on the population of Rochester,
Minnesota which has experienced an extremely low rate of mobility
making information easily available from birth to adulthood to
mortality. The quality of the data is very rare and encompasses a
population that is geographically isolated with comprehensive medical
information on all residents contained in a central file. The Mayo
Clinic owns data collected from the REP, and thus has access to the
data set. The examination of the relationship of obesity with all-cause
and cardiovascular mortality will require a vendor who possesses access
to longitudinal data on body mass index, mortality and potential
confounders from a good-sized cohort or people with type 2 diabetes
mellitus. Data on body mass index should be available at the time of
diagnosis of diabetes, approximately a year before diagnosis, and at
least on two occasions after diagnosis. Variables from REP that will be
used for the analysis will include: age, sex, smoking, date of
examination, Body Mass Index (BMI),cholesterol, treatment, medical
history, diabetes status, and diabetes duration. The analysis of
information obtained from the data set will be secondary, void of any
personal identifiers. The resources of the REP provide a rare
opportunity to identify and review the medical records of all residents
of a geographically-defined population ever assigned a diagnosis of
diabetes or diabetes-like condition. The period of performance for the
proposed purchase order is eighteen (18) months from date of award.
Other than full and open competition is authorized pursuant to FAR Part
6.302-1, Citation 41 U.S.C. (252(C)(1). Minimum qualifications of
prospective offerors shall be: 1.) Knowledge to systematically plan and
conduct an analysis of the Rochester Epidemiology Project (REP), in
addition to having access to the complete database; 2.) Documentation
in the form of curriculum vitae which defines education, training and
experience and knowledge of diabetes, obesity, cardiovascular disease,
public health and chronic diseases; 3.) Writing skills evidenced by
publications on diabetes using large data sets in peer-reviewed
journals; 4.) Demonstrate knowledge of epidemiology acquired by
experience and degree to include five (5) years in public health
epidemiology; 5.) The principal investigator shall possess a degree in
Medicine with additional training in endocrinology. Prospective
offerors will have fifteen (15) calendar days from the date of synopsis
to submit capability statements which define offeror's ability to
provide services defined herein. Capability Statements, to include
Curriculum Vitae for key personnel, may be sent to Anne Wright, at the

be used solely for the purpose of determining whether to conduct a
competitive acquisition. This is not an RFQ, and responses will not be
