Defense Supply Service-Washington (DSSW) intends to negotiate on a sole
source basis with the American Power Jet Company for a research effort
entitled "Decision Support Analyses and Applications" as a follow-on
contract to a Phase III Small Business Innovative Research and
Development (SBIR) contract. The requiring activity is the Operational
Test and Evaluation Command (OPTEC). This effort utilizes techniques
developed under SBIR Phases I and II, and as exercised in prior Phase
III effort, in accordance with OSD policy for Phase III follow-on SBIR
contracts. The Army requires assessment of requirements and adequacy
of materiel and system support planning for system test, planning and
evaluation in the mission environment which is addressed at variable
levels of resolution in specific areas. Mission support alternatives
may be examined in a wide variety of missions and environments and
their interface with test planning and evaluation. Topics include
development of methodology for mission orientedtesting in the training
environment, establishing predictive quality of simulations in the
test environment, and the support of optimal testing concepts and
implementation. This notice of intent is not a Request for Proposals.
