70 -- GENERAL-PURPOSE AUTOMATED DATA PROCESSING EQUIPMENT (INCLUDING FIRMWARE), SOFTWARE, SUPPLIES, AND SUPPORT EQUIPMENT SOL 6TSA-98-DJH-0159 DUE 071798 POC Point of Contact -- Contact Delta Helm by fax (816)823-3322 The General Services Administration intends to issue a contract to General Atomics under the authority of FAR 6.302-1 through solicitation number 6TSA-98-DJH-0159. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-04. Only one responsible source and no other supplies or services will satisfy agency requirements. A J&A for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement shall cover the acquisition of an environmental data acquisition, management, storage and presentation system known as the E-SMART system developed by General Atomics. E-SMART is an automated monitoring network system used for in-ground, real-time monitoring of aquifers that allows the user to accurately determine if the contaminated area is stable or requires costly remediation. This monitoring system is designed to completely replace expensive, time consuming and potentially dangerous collection and transporting of soil and groundwater samples for analysis. Congressional appropriations and support through House Authorization Report HR 1119 have been provided for this project. Location of Project: Tinker AFB, OK. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, this notice is not a request for competitive proposals. All proposals received within 10 days of the date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
