The Patent and Trademark Office intends to issue a sole source purchase order to StorageTek Network Systems Group (StorageTek), to purchase the open market equipment necessary to provide a complete Secure Virtual Private Network with Real-Time Network Monitoring. StorageTek currently offers its BorderGuard security device on its GSA schedule and needs the additional components to build a complete Secure Virtual Private Network. This network will provide the United States Patent and Trademark Office (USPTO), European Patent Office (EPO) and the Japanese Patent Office (JPO) with a trilateral secure virtual private network that connects the three offices for the electronic exchange of sensitive information. The StorageTek BorderGuard security device is a platform that has its security functions validated by the National Security Agency's (NSA) Security Proof Concept Keystone (SPOCK) Program. The USPTO intends to purchase from StorageTek's GSA schedule the following: BorderGuard 2000 Secure Router (BG02004); Model DPF3000 Exportable DES/IDEA/NSC/1024 encryption FW/SW with mounting kit. The USPTO intends to purchase from StorageTek via purchase order the following: Removable hard drive; All Director Software (CDROM) model NRD1207; Pentium Pro Sensor Platform model NRH1103; Removable hard drive for Pentium Pro, model NRH1103; Basic Sensor Software; Device Management Package SW STK BorderGuard; All Data Management Package (CDROM) model NRD1307; and Training. All equipment and software will be purchased with one (1) year of maintenance and support. StorageTek is the manufacturer and supplier of the BorderGuard security device and is the only source. The open market devices are manufactured by NetSentry and are required to be used with the BorderGuard device to provide a complete network.
