The USAFE Contracting Squadron/LGCZA, Rhine Ordinance Barracks, Kaiserslautern, Germany is solicitating proposals on a full and open commercial competitive basis from qualified organizations for the acquisition of Systems Engineering and Technical Assistance (SETA) in support of USAFE Command, Control, Communication, Intelligence, and other programs for computer based functions. This solicitation was previously listed as F61521-97-R5015. The contractor shall provide technical analyses in systems engineering speciality areas, and support USAFE programs in the development and planning of program documentation. Individual labor categories/level of engineering of technical experts and non-technical expert categories for each of the services shall be established in the basic contract, together with the estimated number of man-hours for all labor categories. A draft copy of the Statement of Need will be available to all potential vendors on or about 10 Jul 98. Possession of a US security clearance up to Top Secret/SCI and/or NATO clearance will be necessary to perform some tasks.
