Information (RFI) for planning the Airborne Warning and Control System
(AWACS) Mission Training Center (MTC) Commercial Training Simulation
Services (CTSS) (herein referred to as AWACS MTC CTSS). The AWACS MTC
CTSS program will utilize an electronic bulletin board in an effort to
streamline the communication process between the Government and
industry and is accessible through the World Wide Web at the following
Internet address:

For questions concerning operation of the PIXS system contact the
system administrator, Mr. Johnny Harshbarger, at (937) 255-2739. All
addenda referenced herein that are located on the bulletin board will
be noted as "(on PIXS as "document name", dated xx)." The requirement
of the AWACS DMT CTSS is to procure contractor provided simulation
services for AWACS mission crews. To safely and affordably train the
way we fight, the Combat Air Forces (CAF) require a unit-level AWACS
mission crewtraining capability suitable to accomplish continuous
procedural ground-based training (i.e., ability to fly a complete
mission from takeoff to landing involving all training tasks as an
uninterrupted flight) for selected mission elements. Initial service
will be ordered at Tinker AFB and Tyndall AFB. Through delivery orders
under the planned contract, the same or similar services may be
ordered at all of AWACS operating locations. Once deployed, the service
will enable networked mission training with multiple participants at
geographically separated locations and to train full mission profiles.
Instructors and courseware will be provided by the Air Force. The
government does not intend to acquire the hardware or software but
merely to buy availability of training simulation services. The offeror
will be responsible for system operation; system maintenance; product
baseline management; training system modification and upgrade; and some
basic instruction for contract and Air Force instructors in the
operational use of the simulation equipment as well as keeping the
training devices concurrent with the changing configuration of the
fielded AWACS E-3 aircraft and inserting new capabilities as they
become available. The award of a single Indefinite Delivery
Requirements type contract is planned in the November 1998 timeframe in
order to satisfy the above requirements. The Tinker facility shall be
available by 1Q FY01.. To assess risks and prepare the acquisition
strategy for the AWACS MTC CTSS, the government requests information on
various preparatory services potential offerors could provide from the
time of contact award to Oct 00. These preparatory services serve
several purposes. During this period, the government must develop
operating instructions, courseware, lesson plans, mission scenarios,
and initiate risk reduction efforts to ensure that the AWACS Mission
Training Centers will be fully capable and ready to begin training on
schedule. Potential offerors may suggest preparatory services that
could providetechnical information, assist government planning, assess
training system operations and capabilities, and/or facilitate risk
reduction efforts. All such services must directly benefit the
government and lead to fulfilling requirements as stated in the SCRD.
Second, this approach incorporates billable task order services prior
to the training services, resulting an earlier payment schedule than
previously discussed during the May Industry Days held at
Wright-Patterson AFB. Address all communication concerning this RFI to
