combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this otice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be used. The Scanning Electron Microscope
will be utilized to evaluate experimental composite materials
fabricated under a broad range of processing conditions. The following
are specifications for the purpose of acquiring the Scanning Electron
Microscope Scanning Electron Microscope shall be in accordance with
the following Specifications: 1. Shall have accelerating voltage range
of 0.5 kV to 30 kV, with 100 Volt increments from 0.5 kV to 3kV and
1kV increments from 3kV to 30kV. The filament will be pre-centered at
the factory for easy replacement with a probe current range of 10-12 to
10-6 A. 2. Electron gun shall have auto controls that include bias
voltage, filament heating, gun alignment, specimen focus and stigmator
functions. The gun shall contain a 2 stage zoom condenser lens,
objective lens of conical type, and an objective lens aperture with 3
stages. The electron gun will have built in functions of dynamic focus,
wobbler and stigmator memory. 3. The SEM shall have resolution of 3.5nm
using 30kV, a magnification range of 18x to 300,000x and have an image
mode using secondary electron detector for backscattered electron
image and secondary electron image. 4. Specimen stage shall be an
eucentric goniometer stage with five functions of movement : X, 80 mm
range ; Y, 40mm range; Z, 43mm range; tilt, -100 to +900 range; and
rotation, 3600 continuous. The stage shall have specimen holder options
of 100mm dia. x 10mm height and 32mm dia. x 10 mm height. The stage
shall be adaptable to hold four 10mm specimens or hold a 6 dia.
specimen of which 5 inches can be observed. 5. Evacuation system shall
be completely automated with a rotary and diffusion vacuum pumps,
which have minimum evacuation ratesof 100 liter/min and 420 liter/sec
respectfully, and an ultimate vacuum minimum to the order of 10-4 Pa.
6. Shall have safety devices to protect against electricity leakage,
loss of vacuum, loss of water supply, and power failure. 7. Operating
system shall have an operating system of windows 95 or higher, a
minimum of 32 MB of RAM, 2 Gbyte hard drive, removable magneto optical
drive, a 1.44 Mbyte floppy drive, and shall have mouse control of all
SEM functions. The system shall support recipes for a minimum of 20
users having a minimum of 100 files for each user, and automatic
functions of gun control, focus, stigmator, and contrast and brightness
controls. 8. Monitor shall have a minimum of 5 scanning speeds ranging
from 0.064 sec/frame to 133.3 sec/frame with a digital image of 640 x
480 or 1280 x 960 pixels and 2 photo speeds ranging from 66.67
sec/frame to 133.3 sec/frame, each having 1280 x 960 pixels. Monitor
shall have a multi image display of 2 or 4 images with a zoom of 2x and
4x and have the capability to write text on the image with a minimum of
36 characters on 24 lines using alphabetor numeric characters with a
background of the image and having photo data recording of accelerating
voltage, magnification, micron bar, photo number and comments with a
minimum of 10 characters. All of which can be turned off or on. The
storage shall be to hard disk in PC BMP or TIFF format or to the
removable magneto optical drive or to the 1.44 Mbytes floppy drive.
Installation Requirements: 1. Company shall supply personal to
determine if location designated for SEM satisfies all vibration and
stray magnetic field requirements. 2. Power and water requirements :
Shall operate from a single phase AS 100 volt, 50Hz/60Hz, 2.5 kVA with
a 100 ohm ground. Shall operate from a water supply of 2 liter/minutes
with a water pressure of 0.05 to 0.2 Mpa. Shall operate in a
temperature range of 150C to 250C with humidity of 60% or less. The
outside dimensions shall be no greater than 2500mm x 2500mm. 3. Company
shall supply personal for training of designated personal in branch
after successful completion of installation and proof of performance in
designated location of set-up. Also company shall provided 2 sets of
operators manuals for SEM. 4. Company shall set-up and demonstrate full
operation of SEM before 9-30-98. Company shall supply closed loop water
re-circulation unit with a water to water heat exchanger for SEM
cooling water supply. The provisions and clauses in the RFQ are those
in effect through FAC 97-04. This procurement is a total small business
set-aside. See Note 1. The SIC code and the small business size
standard for this procurement are 3826 and 500 employees respectively.
The quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery shall be
FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above may be mailed or faxed to
the identified point of contact [or bid distribution office, by the
date/time specified and include, solicitation number, FOB destination
to this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3

52.225-18. Quotations are due by July 21, 1998. Selection and award
will be made (on an aggregate basis) to the lowest priced, technically
acceptable quoter. Technical acceptability will be determined by
information submitted by the quoter providing a description in
sufficient detail to show that the product quoted meets the
Government's requirement. Quoters must provide copies of the provision
at 52.212-3, Offeror Representation and Certifications -- Commercial
Items with their quote. See above for where to obtain copies of the
