SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB860095, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-04. The associated Standards
Industrial Classification Code (SIC) for this procurement is 3829, and
the small business size is 500 Employees.*****The National Institute
of Standards and Technology (NIST) has a requirement for: (001) a
quantity of one (1) DynaPro-MS200, or equal, Dynamic Light Scattering
Instrument to evaluate macromolecular aggregation in solution prior to
crystallization setup.*****The Contractor shall provide a dynamic
light scattering instrument that shall meet the following technical
specifications: (A.) The instrument shall be capable of obtaining
accurate results from a sample of 20 microliters;***(B.) For a protein
of 15 kilodaltons, a concentration of 0.5 milligrams/milliliter shall
be sufficient for the instrument to obtain accurate results;*** (C.)
The Contractor shall include one MicroFilter brand, or equal, filter
that shall permit maximum filtration with a minimum of dead volume,
along with one filter holder, a quantity of 100 each of 20 nm and 100
nm Whatman Anotop filter membranes, and customized syringes and
needles; ***(D.) The instrument shall be controlled by Dynamics Version
3.30 Data Analysis, or equal, Windows95-based Software, which shall be
easy to use in analyzing the results-and shall be included with the
instrument;***(E.) The Contractor shall provide unlimited technical
support, either on-line or via telephone;***(F.) The Contractor shall
provide a warranty for a minimum of one year on parts and labor;
***(G.) On-site training shall be provided by the Contractor;***(H.)
The Contractor shall provide Operation Manuals for both instrument and
software.*****Delivery is desired 6 weeks After Receipt of Order
(ARO), and required within 8 weeks ARO. *****Delivery location is:
Center for Advanced Research in Biotechnology (CARB), Attn: Jane
Ladner, 9600 Gudelsky Drive, Rockville, Maryland 20850.*****The FOB
Point shall be Destination, Rockville, Maryland.*****The following FAR
provisions apply to this solicitation: 52.212-1, Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. Evaluation
Criteria to be included in paragraph (a) of provision 52.212-2 are as
follows: Technical capability to meet or exceed the Government=s
specifications, Past performance (offerors shall submit evidence of
having produced and sold comparable units, with indication of
performance success), and Price. Technical evaluation criteria, when
combined, are significantly more important than price.*****The
Government anticipates awarding a purchase order resulting from this
combined synopsis/solicitation to the responsible offeror whose
quotation, conforming to this synopsis/solicitation, will offer the
best value to the Government, price and other factors
considered.*****Offerors shall address all requirements in this
combined synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need or the offeror's taking exception to
