Task Order Contract (TOC). POC -- MSG Ralph L. Young (NC) --
919/664-6019/MSG Julian R. Watson, Jr. (SC) -- 803/806-1537. The North
Carolina Air National Guard, Charlotte, NC, and the South Carolina Air
National Guard, Columbia, SC are soliciting proposals for multiple
discipline, multiple-year maintenance, repair and minor construction
service contracts. Multiple award will be made. Delivery orders will be
issued to TOC contractors based on the low competitive price, or a
combination of price and other factors (best value judgments) in
accordance with FAR 16.505. Task orders may be issued for a period of
one (1) calendar year from date of contract award, with option to
extend contracts annually for four (4) additional years. Task orders
shall not exceed a cumulative amount of $10 million to any one
contractor, and an individual delivery order shall not exceed $1
million. Source selection procedures in accordance with DFAR Part
215.605 shall be utilized for the basic TOC. Significant evaluation
criteria for the basic contract in descending order of importance are:
(1) Past Performance/Company Experience; (2) Project Management
Ability; (3) Subcontracting Support Capability; and (4) Price. Request
for Proposals (RFP) will be issued to Prime Contractors at the
Pre-Proposal briefing to be held on 29 July 1998, at 1:00 P.M. at the
Contracting office located at the USPFO for SC, 9 National Guard Road,
Columbia, SC 29201-4763, and on 30 July 1998, at 9:00 A.M. at the Base
Civil Engineer's Office located at 5225 Morris Field Drive, Charlotte,
NC 28208-5797. The Pre-proposal briefing will discuss in detail the
evaluation criteria and explain Task Order Contracting. Prime
Contractors that are not in attendance at the Pre-Proposal briefing may
request the RFP by submitting a written request to USPFO for NC, ATTN:
Contracting Officer, 4201 Reedy Creek Road, Raleigh, NC 27607-6412.
Request for Proposals (RFP) will be issued to contractors (excluding
subcontractors, consultants and material suppliers) on a first received
first served basis until supply is exhausted. Interested parties may
obtain more information by contacting MSG Ralph Young (NC) or MSG
Julian Watson (SC). Proposal opening is tentatively scheduled for 27
August 1998, at 10:00 A.M. at the office of the Base Civil Engineer,
5225 Morris Field Drive, Charlotte, NC 28208-5797. This procurement is
