Contracting Activity, Fort Eustis, Virginia intends to solicite
proposals and award a contract for programming services. Programming
services will be in connection with the Standard Army Training System
(SATS). Programming effort will require, but not necessarily be limited
to, developing, testing, fielding, and maintaining Object/Relational
Database Management Systems (O/RDBMS) leveraging client/server
technology. Contractor must be knowledgable in current state-of-the-art
tehcnologies and have the capability of staying abreast of and training
personnel base in state-of-the-art future technologies. Contractor must
be capable of developing O/RDBMS that manipulates and manages extremely
large/voluminous collections of object/relational data across simple to
clustered architectures and provide applications suites making up an
objective system which will perform complete database transactions on
stand-alone, master, central and localized O/RDBMS over LANs and WANs
encompassing client/server technology and PC technology providing full
connectivity with outside sources. Contractor must be knowledgable in
various existing COTS operating systems and have the ability to
provided functionality of data transfer and usability between mulitple
operating systems. Contractor must be knowledgable of
HTML/XML/SGML/SQL formated products/data and hae the ability to use
said data in providing new linkages. Solicitation will be issued on or
about mid August. Soliciation and any amendment thereto will be issued
via the TRADOC Contracting Activity internet web site at
www.tca.eustis.army.mil. In that no written solicitation or amendment
will be issued oral/written requests for a copy of the soliciation
cannot be honored; interested vendors are advised to visit the web site
periodically in order to obtain the solicitation upon issuance and any
amendment issued. Vendors are responsible for acknowledging all
amendments in accordance with FAR Part 15. A Soliciation Mailing List
will not be compiled and therefore no mailing list can be provided. The
solicitation will be issued on an UNRESTRICTED basis and will not be
issued under FAR Part 12, Commercial Items. Point of Contact for this
