for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The combined Synopsis/Request for Quotation (RFQ) number is
DAAE07-98-Q-Q032. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-46, dated 17 Mar 97. The associated standard industrial
classification code is 7371, with a size standard of $18.0 million. The
requirement is for programming services to develop the programs and
procedures to integrate BRANCH MASTER RECORD (BMR) with the PROCUREMENT
ACTION TRACKING SYSTEM (PATS) to include tracking Defense Logistics
Agency (DLA) request and history. This should include, but not be
limited to, PRON/Center, FIA Code; Priority Code; Category; Case
Number; Suspense Date; Weapon System Code; Part Number; Type of Action;
Team; Technician; Initial Date; Received Date; Due Date; Remarks; DLA
Center. The objective is to complete four parts of the development and
implementation: 1) Evaluation -- analyze hardware platforms,
availability of licenses for Visual Basic to support EDI, operating
system(s); availability & competence of technical support 2) Program
Integration/Enhancement and Implementation; 3) Training -- to include
a plan that covers all installed sites. This will include on-line help
systems, training materials, and the presentation of a 'train the
trainer' class; 4) System Documentation -- to include data scheme, flow
charts and user manuals, in electronic format. No options will be
included. Services are for TACOM/AMSTA-IM-OEPI, Warren, MI, and the
performance period will begin 09/01/98. FOB Destination will apply.
Provision at FAR 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition. The following factors shall be used to
evaluate offers: i) technical capability of the service offered to meet
the Government requirement and ii) price. Offerors are advised to
include a complete copy of the Provision 52.212-3, Offeror
Representations and Certifications -- Commercial Items. The clause at
FAR 52.212-4, Contract Terms and Conditions -- Commercial Items,
applies to this acquisition. The clause at FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, applies to this acquisition. This acquisition is
rated D04. The US Army Tank Automotive and Armaments Command intends to
negotiate solely with Rochester Systems Limited, 31080 Bycroft,
Farmington Hills, MI 48331. See numbered Note 22. Offers are due no
