jraley2001@aol.com. This project consists of furnishing manpower,
materials, equipment, and supervision necessary for a Fixed Price
Design/Build Contract for the expansion of the existing, U. S. Postal
Service owned, Minneapolis/St. Paul Bulk Mail Center, 3165 South
Lexington Avenue, St. Paul, Minneapolis 55121-2288. This project
consists of a Major Facility Expansion of approximately 35,300 gross
square feet. Construction will match the existing facility which has
pile foundations, sub-structure of grade beams with slab-on-grade, and
steel framing superstructure with steel joists and girders. Exterior
enclosure will be primarily insulated metal panels with limited
insulated precast concrete panels and shall match the appearance of the
existing exterior. Site preparation and development will include
concrete paved loading dock aprons and maneuvering areas suitable for
new dock doors on the three new walls of the expansion. Existing site
conditions will require a large quantity of bulk excavation to remove
an existing hill. Material handling equipment will include extension of
the existing in-floor chain driven cart tow-line system. The
performance time for this Design/Build project is 365-calendar.
Proposals are desired from Design/Build Contractors who meet the
qualifications spelled out in the solicitation. A management plan to
identify on-site staffing & key personnel assigned to this project,
with appropriate resumes and applicable SF 254/255's are required with
this proposal. A project schedule is also required with this proposal.
This scope of work is further defined in the plans and specifications.
Technical evaluations will be made based on 1. Experience 40 points,
2. Management Plan 30 points, 3. Financial Capability 15 points, and 4.
Organization 15 points. Construction cost are estimated to be between
$5,300,000 and $6,300,000. Questions during the proposal period --
including questions involving any actual or apparent conflicts in the
Solicitation documents -- should be addressed to: Major Facilities
Office, Attn.: Rita Williams-Humphrey, 225 N. Humphreys Blvd., Memphis,
TN 38166-0300. Questions may be FAXED to Ms. Williams-Humphrey at
901/747-7408, with the original copy mailed the same day. Plans and
specifications will be made available July 7, 1998. Proposal due date
is 4:00 p.m., August 11, 1998. On site contact is Mr. Larry Hoglin,
Maintenance Engineering Specialist, telephone number 612/6812166. Site
visitation is not mandatory, but strongly encouraged. Walk throughs
will be conducted only on Tuesday, Wednesday, and Thursday afternoons
from 1:00 p.m. to 3:00 p.m. during the proposal period.
Contractors/visitors must give Mr. Hoglin a 24-hour advance notice to
plan the walk through . Cost of the solicitation package is $100 per
set for Priority Mail service (2 to 3 days), $150 per set for Express
Mail service (next day). All charges are non-refundable. If you desire

encouraged to submit their proposal using one of the methods offered by
the Postal Service (First Class, Priority Mail, Express Mail.) To
expedite receipt of solicitation packages, FAX a copy of your check or
money order before mailing it. If FAX is received before 1:00 p.m.,
the plans and specs will be mailed that day. Plans will also be
available for inspection at the following locations: (1) Plant Manager,
Minneapolis/St. Paul Bulk Mail Center, St. Paul, MN 551212-2288, (2)
Local Plan Rooms, and (3) F.W. Dodge, Inc. This is a negotiated
procurement; therefore, offers will not be publicly opened, and no
information will be released to the public until after contract award.
