Office of Emergency and Remedial Response has a requirement for
Chemical Analytical Organic Services for the analysis of hazardous
waste field samples for multimedia, multi-concentration analyses using
gas chromatography/mass spectrometry (GC/MS) and gas
chromatography/electron capture detector (GC/ECD) techniques. The SIC
code is 8734. Contractors will be required to utilize approved
analytical methods, to follow quality control procedures and to prepare
and submit hardcopy data and an electronic diskette deliverable within
21, 14, or 7 days, as specified in accordance with the Statement of
Work. The contractor may also be required to submit preliminary
analytical results within 48 or 72 hours. This procurement has been
changed to utilized sealed bidding vice a negotiated procurement. The
sealed bidding process will incorporate a qualification requirement as
stated previously requiring (1) the contractor to satisfactorily
analyze one round of pre-award PerformanceEvaluation (PE) samples(s),
and submit data within 14 days in accordance with a defined format and,
(2) the contractor to successfully pass a Contractor Compliance
Screening audit. In addition, successful bidders will be required to
meet responsibility determinations as required by the Federal
Acquisition Regulations including, but not limited to, a past
performance audit, an equipmentavailability audit, and on-site
pre-award inspection. See Clause L3, INSTRUCTIONS TO BIDDERS, in the
attached draft IFB for further explanation of award process. This
procurement is anticipated to result in a maximum of 26 bid lots. The
Base and Option periods in each contract will have minimum of 75
samples and maximum of 1200 samples per bid lot. Bidders may bid on any
number of bid lots. Contracts will be competitively awarded at Fixed
Price Indefinite Quantity/Delivery Order Contracts with a Base Period
of (12months), Option I (12 months), and Option II (12 months). The
anticipated release date for the Invitation for Bids (IFB) is July 22,
1998. A determination has been made by the Contacting Officer that the
Service Contract Act (SCA) does not apply. A clause will be
incorporated into the resulting contracts requiring the retroactive
incorporation at the applicable SCA Wage Determination at no change in
the contract prices should the Government determine post-award that
contractor is utilizing more than 20% covered service employee. The
purpose of this CBD announcement is to notify potential bidders of
EPA's requirement, generate the bidders list, and direct interested
parties to the EPA's ADoing Business with EPA@ Internet World Wide Web

EPA previously are not required to notify us again . The IFB and other
