Calibration Detachment (AFMETCAL Det 1) intends to negotiate with only
one source under the authority of FAR 6.302 as the item to be upgraded
has proprietary data rights. AFMETCAL Det 1 intends to negotiate solely
with Ruska Instrument Corp, Houston TX, to purchase 18 each Pressure
Range Upgrades for the Ruska 2465 with an option quantity of 0-30 in
FY99. An extension of the Ruska 2465 from the current 700 psi maximum
range to 1000 psi is required. This requires a new high range piston
and accompanying extended range mass set for inclusion in the current
Ruska 2465 system configuration. Calibration of the high range piston
and mass set to NIST traceable standards is also required. The
requirements for this solicitation consists of a Ruska 2465/729 High
range piston/cylinder assembly with calibration; a Ruska 2465/781-EXT
Extended Range (ER) mass set for upgrading current mass set to 1000 psi
range; Ruska 2465-799 Current mass set +ER mass set and appropriate
packaging material for adding the required items to the current Ruska
2465 system case. The maximum pressure range must be at least 1000 psi,
as stated in the Commercial-Off-The-Shelf (COTS) literature for P/N
2465-729. Associated mass set of appropriate value shall be included to
generate 1000 psi. The total uncertainty of the high range piston shall
be no greater than +/- 0.0015% of Reading, as stated in COTS literature
for P/N 2465-729. The total uncertainty for the ER mass set shall be as
stated in COTS literature for Mass Set. A certificate of calibration
showing traceability to NIST must accompany each high range piston and
ER mass set. This certificate shall conform to DD Form 1664, Data Item
Description (DID) DI-QCIC-80798. The ER Mass set shall include mass
platters #7 through #18 for operating with the Ruska 2465 deadweight
gauge. The masses shall be engraved in sequence order to operate with
the Ruska 2411 Autoprompt Converter. Each ER mass set shall be engraved
with a mass set serial number that is identical to the original mass
set serial number. The contractor shall insert the high range piston
and the entire mass set (#1-18) into the original case. The entire mass
set shall include the new ER mass set (#7-18) along with mass values
#1-6 of the original mass set. All items shall fit into foam cutouts in
the original equipment case. The pistons and ER mass sets must be
tested and calibrated by the contractor prior to shipment. Tests will
be performed by AFMETCAL Det 1 to ensure the high range piston/cylinder
and ER mass set assembly works with the Ruska 2465 system base.
Delivery is required within 90 calendar days after contract award.
Delivery shall be FOB Destination. This is not a request for
competitive quotes but serves as a procurement notice to fulfill public
posting requirements in accordance with FAR 5.101(a)(1). Firms
believing they can provide the required items are encouraged to
