This project involves provision, construction, and installation of primarily electronics based security related improvements, the specific nature of which are not appropriate for general information dissemination. Only prospective firms/teams which have been prequalified will be permitted to receive bid pricing information. The National Park Service, Denver Service Center, anticipates award of a single firm-fixed price construction contract based upon a two-phase selection procedure. This notice represents solicitation of qualified statements as Phase One of the two-phased selection process and provides notice that Phase Two construction pricing will proceed thereafter without further advertisement. The scope of work includes construction of an integrated, Memorial-wide system to support intrusion detection, closed-circuit television (CCTV) surveillance, and electronic access control. Devices are to be installed both inside existing buildings and at exterior, sometimes remote and rugged, locations. Thework also includes modifications to existing security and fire alarm systems. -- The estimated price range is between $500,000 and $1,000,000, with the construction to be completed by early June 1999 for the main portion of the Memorial work and by mid-July of 1999 for remote area work.- -- -Prospective bidders will be prequalified based on the following selection criteria, in descending order of importance: 1) Previous recent (last 5 years) experience and number of successfully completed (performance and quality) similar integrated security system projects of similar scope and value in excess of $400,000 (security system only) by the prime contractor; 2) Previous recent (last 5 years) experience and number of successfully completed (performance and quality) electrical or security system projects of scope and value in excess of $200,000 (electrical/security system only) by each of the prime contractor's principle subcontractors (principle subcontractors shall mean all firms expected to provide labor ormaterials of total combined value exceeding $75,000); 3) Qualifications and past experience of prime contractor's and principle subcontractors' proposed principle project personnel, including prospective project managers and site superintendents for both the prime and subcontractors; 4) Demonstrated ability during bidding and construction to effectively control access to construction documents and information to preclude dissemination to individuals and entities unrelated to the project work; 5) Prime contractor_s ability to organize and manage a project of the anticipated size to successful completion within the prescribed time periods. Construction firms/teams which meet the requirements of this announcement are invited to submit a summary of qualifications and proposed project personnel to the office indicated for Phase One evaluation. -- Only responses received by 4:00 P.M. local time on August 7, 1998 will be evaluated further. All firms/teams determined to be qualified will be short-listed to participate in Phase Two of this selection process.
