INDEPENDENT ANALYSIS SUPPORT FOR THE MUNITIONS TEST DIVISION. The Air Force Development Test Center, Munitions Test Division, is preparing to issue a Request for Proposal (RFP) for an independent analysis support task-ordering contract. This effort provides test and evaluation, modeling, and simulation support in the broad areas of weapon technologies and performance in both static and dynamic environments, lethality modeling and analysis of various U.S. and foreign systems, Theater Missile Defense Targets, Critical Mobile Targets, Suppression of Enemy Air Defense targets, enemy weapons delivery systems targets, enemy tactical aircraft targets, warhead/vulnerability performance databasing, seeker/sensor signature collection, multi-spectral signature collection, scene prediction, effectiveness analysis, electronic databasing, host-to-weapon interface analysis, target simulator validation, model generation, model update, weapon survivability, target detection, target tracking, weapon survivability, virtual test analysis, and analysis of alternatives. Performance on this four year contract with three one-year options will provide support in the following functional areas: test planning; test conduct; instrumentation system analysis; reconnaissance, surveillance, and target acquisition system, weapon system, and battle damage assessment system analysis; electronic databasing; weapon lethality performance; weapon delivery vehicle analysis, signature characterization, design/construction of target surrogates/replicas, countermeasure/foreign materiel acquisition, survivability/vulnerability/effectiveness analysis; test provisioning and analysis methodology development. Specific technical support areas include test, evaluation, and analyses of: air-to-air, surface-to-air, air-to-surface, and surface-to-surface weapons, munitions/submunitions, millimeter wave radar, infrared, dual mode, LADAR, seismic, acoustic, magnetic, hyperspectral, and emerging weapon technology. Test and evaluation will be conducted in tower-mounted environment, flight tests, hardware-in-the-loop simulations, dynamic linear motion test environments, digital models and simulations, and live tests with and without countermeasures. Additional sub-areas include: methodology development and analysis; weapon related component, subsystem, system level test and evaluation; target vulnerability/survivability and effectiveness analyses including target PK/H mapping, target/munitions one-vs-one single shot PK and target/munitions many-vs-many effectiveness analyses for all target configurations, eg, with and without ballistic and/or seeker/sensor countermeasures; signature collection and analysis including target-in-background signature collection; databasing development and maintenance; instrumentation system analysis; target geometric modeling, weapon lethality performance modeling, Congressionally mandated LIVE FIRE test and evaluation modeling; ground/air vehicle non-destructive test planning, conduct, and analysis. Security clearances of TOP SECRET including Special Access Required (SAR) and Special Compartmentalized Information (SCI) clearances are anticipated requirements during the course of this contract. Offerors will be required to establish the ability to meet these requirements as part of their proposals. SECRET NOFORN security restriction applies and must be satisfied at time of award. Close communication and coordination with the using organizations is required on a daily basis. Travel throughout the country is anticipated several times per year. Occasional travel to foreign countries is also anticipated. Response to this Notice of Contract Action should include sufficient information for a determination of the ability to perform all areas of the required support as part of a Qualification Package and must be received by 5 Aug 98. The Ombudsman's purpose is not to replace the technical staff or contracting officer but to serve as an honest broker and communicate any contractor concerns, issues, and disagreements to the appropriate government personnel. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contracting Officer and could not be satisfactorily resolved at that level.
