Employment and Training Administration (DOL/ETA) is soliciting
proposals for the study of Unemployment Insurace (UI) Exhaustees. This
project requires detailed knowledge of UI legislation, regulations,
functions, local office operations, and data elements. The contractor
must perform a wide array of tasks, including: developing methodologies
for gathering data on UI exhaustees and non-exhaustees from a variety
of data sources, designing and implementing a large scale survey of UI
claimants, and interacting effectively with State staff at all levels
in the 25 states. The period of performance for the prospective award
will be 18 months for contract execution. The requirement is let under
full and open competition. The SIC Code is 8732 and the size standard
is 5 million. Please Note: This procurement will require a
subcontracting plan. To be acceptable, a subcontracting plan will have
to meet Government wide goals of 20% of what is subcontracted out
going to small business, 5% to small-disadvantaged businesses and 5% to
women-owned businesses. Subcontracting reports must be submitted for
compliance with the plan. Request for proposals will be available on
our Department of Labor, Employment and Training Administration's
Internet Home Page at http://www.doleta.gov, approximately 15 days from
the date of publication. Requests for proposals in hard copy form will
also be available upon written request only, on a first-come,
first-served basis, until the supply is exhausted. Telephone requests
will not be honored. For requests made after the supply is exhausted,
the contracting officer may determine whether payment of a fee is
warranted. The fee will not exceed the actual cost of duplication of
the solicitation documents. Closing date of receipt of proposals will
be August 17, 1998, at 2:00 p.m. local time. Requests for proposals
must cite RFP-DAA-98-41 and must include two self addressed labels.
Failure to enclose labels may cause delay in receipt of the
