R -- HRSA MANAGED CARE TECHNICAL ASSISTANCE CENTER SOL HRSA 250-OA-11(8) DUE 082098 POC Helene Braun, Contract Specialist, (301)443-5131 The purpose of this contract is to establish the Health Resources and Services Administration (HRSA) Managed Care Technical Assistance Center (TA Center) as a viable national source of expertise in managed care operations for all HRSA grantees, including health professions education programs, and safety net providers. The TA Center is to become an easily accessible and effective source of technical assistance about managed care, including Medicaid managed care. It is to meet its customer requirements with high quality, responsive, and integrated service. The objectives of the TA Center are as follows: (a) maximize and make available in-house expertise in all areas of managed care operations, such as: actuarial analysis; contractual requirements and negotiations; medical management, including utilization management and review for managed care practice guidelines for cost and quality management; quality assurance and improvement; financial management and cost/revenue projections; risk arrangements; adequacy of capitation rates; management information systems; network development and affiliations arrangements; marketing services; and customer service; (b) use expertise with Medicaid managed care and safety net providers to analyze and negotiate requests for technical assistance to assure that customer needs are met; (c) identify the type and method of technical assistance required and develop the individualized technical assistance plan; and (d) provide expert managed care technical assistance and evaluate its effectiveness to the customer.
