competition of its requirements for maintenance, operations and
engineering services for the NASA Satellite Laser Ranging (SLR) and
Very Long Baseline Interferometry (VLBI) systems. The Government's
requirements include the management, operation, engineering,
maintenance, and support of a set of government furnished SLR and VLBI
systems located in the United States and in other countries, in order
to provide data to be analyzed by scientific groups around the world.
This is a full and open competition. Award of a cost plus incentive
fee, performance based, mission contract is anticipated. The period of
performances for VLBI requirements under this contract will be 5
years. The period of performance for NSLR requirements under this
contract will be 3 years, with 2, one-year options to extend NSLR
performance. A draft Request for Proposal DRFP5-61742/261 is being
issued for information purposes along with this presolicitation
synopsis. This draft solicitation is for Information or Planning
Purposes only! In accordance with FAR 52.215-3, Solicitation for (APR
1984), the Government does not intend to award a contract on the basis
of this draft RFP, or otherwise pay for the information solicited
here-in. GSFC solicits industry's comments on all aspects of the draft
solicitation, including requirements, schedules, proposal
instructions, terms and conditions, and evaluation approaches including
any unnecessary or inefficient requirements. The cover letter for the
draft solicitation addresses specific areas of the draft solicitation
on which the Government would especially like to receive comments.
Responses are due back on 7-17-98 or 15 days after release of draft
RFP, whichever date is later. The anticipated release date of the
formal RFP is 7-29-98, with proposals due no earlier than 45 days after
RFP release. The use of industry comments to structure the final RFP is
at the discretion of the Government. The solicitation and any documents
related to this procurement will be available over the Internet. These
documents will be in RTF format and Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) formats and will reside on a WorldWide
Web (WWW) server, which may be accessed using a WWW browser
application. The WWW address, or URL of the NASA/GSFC Business

It is the offeror's responsibility to monitor the aforementioned
