This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Federal Acquisition Regulation
document (FAR) subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation F23606 98 Q4043 is being
issued as a Request for Quotation. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-05 and Defense Acquisition Circular 91-13. This
acquisition is set aside 100% for small business, standard industrial
classification code 3829 and small business size standard 500
employees. The Defense Priorities and Allocations System (DPAS) rating
is A1C. The Government will award a contract to the responsible
offeror having the lowest overall price, proven past performance with
Type III Hydrant Fuel Systems, and overall best value to the
Government. The provision at FAR 52.212-2, Evaluation Commercial Items
(Oct 1997) applies to this acquisition. CLIN 0001: Services
non-personal to provide all tools, materials, equipment,
transportation, and labor necessary to replace the Edison Control Panel
in facilities 5400 and 5402. The new panels must operate with the
existing B-2, Type III Hydrant Fuel System, requiring programmable
off-the-shelf Programmable Logic Controller's (PLC) integrated with
personal computers. System to include the following items: (a) PUMP
CONTROL PANEL, Qty: two each; NEMA 12 enclosure complete with redundant
programmable logic controllers, input/output modules, communication
modules, surge suppression devices, power supplies, control relays,
ventilation fans and filters, alarm annunciator, operator controls,
alarm horn and terminals blocks wired, programmed and shop tested, two
each, (b) SPARE PARTS, Qty: One set; a complete set of spare parts
including one (1) each type I/O module, power supply module, 10 lamps
each type and one set of fuses, (c) COMPUTER, Qty: three each; 300 MHz,
Pentium II, 64 MB RAM, minimum four gigabits hard disk drive, CD ROM
Drive, 17 inch SVGA display, keyboard, mouse, Windows 95 operating
system, Ethernet adapter and dot matrix printer, (d) OPERATOR INTERFACE
SOFTWARE, Qty: three each; human machine interface software package
with object oriented graphics, alarm viewer, trending, point control
panel, control engine, database logger, import/export configuration,
Direct Digital Equipment (DDE) interface and network adapters, (e)
WIREWAYS AND WIRING, as required; wire ways to extend existing conduits
to new control panel and wire to extend conductors, (f) Remote Terminal
Units (RTU) INTERFACE CARD, Qty: two each; analog output cards for
existing RTU panels (Barton) to allow interface of tank levels to new
control panels, and (g) ON-SITE LABOR/INSTALLATION; to include removal
of existing panels, installation of new panels, field start-up and
required training. All information technology (e.g., hardware, and
software) shall be year 2000 compliant as defined at FAR 39.002. A site
visit is scheduled for 14 July 1998, 9:00 CST. Those interested in

Provision 52.237-1, Site Visit (APR 1984) is hereby incorporated into
this solicitation. Required completion date is 30 September 1998.
Contract acceptance and delivery will be Whiteman AFB, Missouri, FOB
destination. Blanket Wage Determination No. 94-2307, Revision No. 11,
dated 06/30/1997, shall be incorporated in resulting award. Occupation
Code and title are 23340, Fuel Distribution System Mechanic. Provision
52.212-1, Instructions to Offerors Commercial Items (Apr 1998) applies
to this acquisition. Clause 52.212-4, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Commercial Items
(Apr 1998), applies to this acquisition. Clause 52.212-5, Contract

(b)(3), (b)(5-10), (c)(1-2 and 4) and (e), applies to this acquisition.

1996) applies to this acquisition. DFARS Clause 252.212-7000, Contract

1997), DFARS Clause 252.204-7004, Required Central Contractor
Registration (Mar 1998), and DFARS Clause 252.232-7009, Payment by
Electronic Funds Transfer (CCR) (Jun 1998) applies to this acquisition.
