Census intends to contract with the University of California, 2538
Channing Way, Berkeley, CA 94720-5100 under the authority of 41 U.S.C.
253(c)(1). The anticipated term of the contract is three years
consisting of a one-year base period and two additional one-year option
periods. The contractor will provide software enhancement and
maintenance services for the suite of software products that compose
the Computer Assisted Survey Execution System (CASES). The CASES system
is used by the Bureau of the Census to support large scale complex
computer assisted telephone interviewing (CATI) and computer assisted
personal interviewing (CAPI) surveys. The University of California
exclusively maintains the CASES software suite and is the only source
with legal rights to the CASES suite source code. As a result, the
University of California is the only source that can provide the
required support to the Bureau of the Census. The Government intends to
solicit and negotiate only with the source identified herein. See Note
