conduct Cycle 6 of the National Survey of Family Growth, based upon in-
person, face-to-face interviews with a national sample of about 11,800
women 15-44 years of age in the civilian noninstitutional population
of the United States. Interviewing shall be done with Computer-Assisted
Personal Interviewing (CAPI) and Audio Computer-Assisted Self-
Interviewing (Audio CASI). In addition to the sample of women, a
national sample of males will be interviewed for the first time in
Cycle 6. If sufficient funds are budgeted, a national sample of about
7,200 males 15-49 years of age will be interviewed (or about 19,000
interviews total); at present, however, funds are sufficient only to
interview the 11,800 females and about 3,500 males. The project shall
produce national estimates of characteristics related to (1) trends and
differentials in birth rates; (2) their determinants, including sexual
activity, contraceptive use for birth control and disease prevention,
infertility, and sterilization; (3) family formation and dissolution,
including marriage, divorce, unmarried cohabitation, and adoption; and
(4) behavior related to the risk of Human Immunodeficiency Virus (HIV)
and other Sexually Transmitted Diseases. Offerors shall have
demonstrated experience and capability to (1) design, conduct and
manage large-scale national multi-stage area, or list, probability
samples with over samples of minority groups; (2) design, conduct and
manage Computer-Assisted Personal Interviewing (CAPI) and Audio
Computer-Assisted Self- Interviewing (Audio CASI) on a national scale;
(3) recruit and direct a nation-wide staff of interviewers to conduct
face-to-face interviews on highly personal subjects with both men and
women, (4) compute and document appropriate weights and variance
estimates for national statistics, and (5) generate and document
complex micro-data files that include extensive recoding, imputation
and file editing. Interviewing for Cycle 6 is currently scheduled for
the year 2000. If in the best interest of the Government, and if
sufficient funds are budgeted, NCHS may exercise an option in the
contract to conduct Cycle 7 in 2004, and Cycle 8 in 2007. If Cycles 6,
7, and 8 are all conducted under this contract, the period of
performance could be as long as 120 months; if only Cycle 6 is
conducted under this contract, the period of performance will be
approximately 42 months. The estimated release date of this RFP is
approximately sixty (60) calendar days after the date of this
publication and the closing date will be approximately thirty (30) days
