The United States Government has a requirement for repair and upgrade to assemblies of the Vapor Cycle System used in support of the ES-3A mission avionics program. Repairs are anticipated to be made to maximum quantities of: 40 each P/N 5881341-102, 35 each P/N 5881342-101, 25 each P/N 5881343-101, 45 each P/N 5881353-102, 45 each P/N 5881354-103, 25 each P/N 5882047-101, 30 each P/N 588134-101, 30 each P/N 5882043-101, and are to be priced as Category 1, Category 2, and Category 3 repairs, for years one, two, three, four and five. In addition, upgrades of a maximum of 23 each P/N 5881354-101 upgraded to P/N 5971354-101; 26 each P/N 5881340-101 upgraded to P/N 5881340-102, and 30 each P/N 5882043-101 upgraded to P/N 5972043-101 are to be priced for upgrade in years one, two, three, four and five. Data requirements for Monthly Repair Status Reports, Monthly Failure Analysis Reports, and Quarterly Stock Balance Reports are also required. It is anticipated a Firm Fixed Price Indefinite Delivery Indefinite Quantity type contract will be awarded. The Government intends to negotiate with only one source, Parker Hannifin Corporation of Irvine, California in accordance with FAR 6.302-1. The Government does not own a complete drawing package adequate for competition of the items that are components of the Vapor Cycle System for the ES-3A aircraft. Delivery of the repairs will be required 90 days after award of individual delivery orders. Inspection and acceptance is to be at source with delivery f.o.b. destination MCAS BEAUFORT, BEAUFORT SC. Request For Proposal N00164-98-R-0115 is to be issued on or about 16 August 98. Offers are due no later than 2:00 PM (EST) on or about 16 September 98.
