announcement serves as notice to all potential offerors that the Global
Air Traffic Operations/Mobility Command and Control Systems Program
Office, Electronic Systems Center, Hanscom Air Force Base,
Massachusetts anticipates release of Request For Proposal
F19628-98-R-0030 for the acquisition of Communication Management Unit
(CMU) and Airborne Satellite Communication (SATCOM) system components
and services on or about 16 Jul 98. This acquisition will allow for the
purchase of CMU and SATCOM components, related support functions, and
integration support for individual aircraft platforms on an Indefinite
Delivery/Indefinite Quantity (ID/IQ) basis. The current basic CMU
consists of an ARINC 758 CMU with Aircraft Personality Module (APM),
ARINC 758 CMU with 724B wiring, a data link printer, data loaders
(avionics and portable) and multi-function control and display units
(MCDU). Additional CMU components may also be proposed. The Basic
SATCOM System consists of the Intermediate Gain INMARSAT Aero Service
(Aero-I) radio, antenna, and any other required equipment.
Additionally, each Basic SATCOM System components shall be separately
priced (e.g., Satellite Data Unit, High Power Amplifier, Diplexer/Low
Noise Amplifier, and Intermediate Gain Antenna). The solicitation will
be made available on the Internet at the Hanscom Air Force Base
Electronic Request For Proposal Bulletin Board (HERBB) Website:
http://www.herbb.hanscom.af.mil/rfp.asp and by selecting the link "GATM
II (CMU and Airborne SATCOM Units.)" Offerors will be provided a
maximum of 30 days to respond to the solicitation. Firms may request a
paper copy of the solicitation by contacting Mr. John Abisamra at
(781) 377-9024. Firms responding to this request shall indicate if they
qualify as a small, small-disadvantaged or woman-owned business. In
addition, this acquisition will follow the procedures in FAR Part 12
and associated supplements and utilize full and open competitive
procedures. A Draft RFP was placed on the above mentioned HERBB Website
on 16 Jun 98. Comments by the Government to Industry's questions of the
Draft RFP are posted to this site. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or program
manager, but to communicate the offeror's concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concerns. The Ombudsman does
not participate in the evaluation of proposals or in the selection
process. The Ombudsman is Colonel Lee H. Hughes, Director, Commander's
Staff, ESC/CX 781-377-5106. The Ombudsman should only be contacted
with issues or problems that have previously been brought to the
attention of the program manager and/or contracting officer and could
not be satisfactorily resolved at that level. Furthermore, contractors
are reminded and cautioned that only Contracting Officers are legally
authorized to commit the Government. Address all questions to the

Government requests the offeror's proposal remains effective for 180
days following receipt by the Government. This announcement is not a
RFP nor should it be construed as a commitment by the Government.
