for open end task order contracts for architectural/engineering
electronic courtroom related services (A/E) systems relating to the
electronic courtroom US Courts projects as required by the
Administrative Office of the US Courts (AOUSC). These projects may
consist of development of performance specifications and related
drawings for new as well as existing A/V systems in a typical
Magistrate, Bankruptcy, District, and Appellate courtroom, and related
court areas; the field investigation of existing conditions; and the
study of cost tradeoffs and the technical feasibility to include the
integration or abandonment of existing A/V equipment to satisfy the
design objectives. The tasks may include (1) design conferences and
interviews with appropriate court officials, (2) preparation of
preliminary design and information packages for project coordination,
(3) design of basic A/V systems, (4) preparation of Government cost
estimates for each project or project phase, (5) provide technical
consultation and/or guidance to the A/V contractor(s), the court and
the AO, as required. The AOUSC reserves the right to negotiate with the
successful A/E firms for each, any or all portions of the A/E services
to be provided. A/E services may be required for new or existing
Federal Court facilities in any part of the United States and its
territories. The AOUSC specifically reserves the right to compete for
additional A/E services for specific projects, either new facilities or
the renovation of existing facilities, and for other A/E services
required by the AOUSC. The period of performance for these contracts
shall be from the date of award to September 30, 1999, and shall
include three one-year option periods. The minimum guaranteed amount
for each contract period will be $15,000. Individually negotiated work
orders will be issued, with a cumulative total not to exceed $500,000
during each contract period. Evaluation criteria listed in descending
order of importance are as follows: 1) recent specialized experience
and technical competence of the firm in designing fully integrated
courtroom audio-visual systems, 2) professional qualifications of
proposed team members as necessary for satisfactory performance of the
required services, 3) experience in writing performance and design
specifications, 4) past performance on contracts with Federal, state or
local governments for courtroom audio visual systems with special
emphasis on the combination of meeting the courtroom/court personnel's
functional needs while maintaining strict cost contols. Evidence of
Awards and Letters of Commendation, 5) knowledge of illumination design
and its impact on the screens and other presentation systems 6) design
quality assurance and quality control methods. A/E firms which meet
the requirments list in this announcement are invited to submit
completed Standard Forms (SF) 254 and 255 to the following addrss: US

DC 20544. The SF254/255s should address in detail of the above
mentioned qualifications, including prospective subcontractor
qualifications, as these will be part of the initial evaluation.
