Architect/Engineer Professional Services for Space Alterations at the
B.H. Whipple Federal Building, Ft. Snelling, Minnesota -- IMN 99001 The
scope of Architect-Engineer services required under this proposed
contract may include, but are not limited to, the following: complete
design services including the preparation of construction contract
drawings, specifications and cost estimates; site investigation;
studies; programming; space layouts; interior design; shop drawing
reviews; construction inspection services and other required
supplemental services if so requested by the Government. The work will
involve all design disciplines including architectural, mechanical,
electrical and fire protection. The project will consist of the
renovation of numerous floors/areas of the B.H. Whipple Federal
Building including but not limited to the following: The modification
of approximately 129,000 usable square feet of space (primarily
computer space) being vacated by the U.S. Postal Service into office
space; and space alterations to approximately 31,000 usable square feet
of currently vacant space. In addition to general demolition and
renovation of this space, the project will include, in all newly
renovated areas, full asbestos abatement; fire protection system
modifications and improvements; conversion of existing constant volume
multi-zone HVAC system to variable air volume; direct digital
temperature controls which shall integrate with a new energy management
system (not a part of this project); and miscellaneous repairs,
alterations and improvements. The expansion and/or relocation of
current tenant space within the Whipple Federal Building may also be
required. The coordination and planning with these, and several Federal
tenant agencies currently located in leased space and scheduled to
backfill the vacated Whipple FB space, will be required to determine
their specific space requirements. The estimated construction cost is
between $5,000,000 and $10,000,000. The selected firm must negotiate
overhead and profit rates and hourly rates for anticipated disciplines
for use in negotiating contract costs. Consideration for this contract
will be limited to those firms, joint ventures and their consultants
who demonstrate the capability to perform all required services from
their own existing active production office(s) located within the
geographical borders of Minnesota. Joint venture or firm/consultant
arrangements will be considered and evaluated on a demonstrated
interdependency of the members to provide a quality design and
construction effort. In addition, all firms and their consultants must:
1) have in house CADD capabilities (compatible with AutoCAD -- Release
14), and prepare/submit all drawings under this contract using CADD
and; 2) prepare all specifications for projects under this contract
using the AIA Masterspec. Selection to be based upon: 25% for Project
Team including information on key personnel with respect to education,
professional and technical experience, and other relevant
qualifications as individuals and as a team; 15% for Design
Management/Organization including project management planning,
coordination, scheduling, cost control methods, production facilities,
capabilities and techniques for both design projects and construction
inspection; 25% for Design Ability/Potential including visual and
narrative evidence of team's ability with respect to innovative design
solutions; 35% for Demonstrated Design/Construction Experience
including demonstration of past performance of similar types of
services. Responses must be received at the above referenced address
NLT 30 calendar days from the date of this notice by 4:00 P.M. (CT). If
the 30th day falls on a Saturday, Sunday, or U.S. Government holiday,
the deadline will be 4:00 P.M. (CT) of the next Government Business
Day. This solicitation is being solicited on an unrestricted basis and
is opened to both large and small business concerns. A follow up
