synopsis/solicitation (syn/sol) for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation (SOL); proposals are being requested
and a written SOL will not be issued. The SOL no. is DEA-98-R-0037 and
is issued as a request for proposal (RFP). This SOL and the
incorporated clauses & provisions (prov) are those in effect through
FAC 97-04. The SIC is 3721 and the small business size standard is
1,500 employees. The contemplated contract is for a Base Period with
two 12-month Option Periods. After the Base Period, the Govt may
exercise its right for the next option period. The type contract is
fixed price, indefinite delivery/indefinite quantity. The minimum (min)
guarantee is set forth in the Base Period. BASE PERIOD: CLIN 0001 --
one each of a cargo/passenger transport aircraft (a/c) as modified.
CLIN 0002 -- Pilot Training (Tng) for four persons. CLIN 0003 -- A/C
Maintenance (Maint) Tng for four persons. OPTION PERIOD I: CLIN 1001-
two each of a cargo/passenger transport a/c as modified. CLIN 1002 --
Pilot Tng for four persons. CLIN 1003 -- A/C Maint Tng for four
persons. OPTION PERIOD II: CLIN 2001- one each of a cargo/passenger
transport a/c as modified. CLIN 2002 -- Pilot Tng for four persons.
CLIN 2003 -- A/C Maint Tng for four persons. APPLICABLE STANDARDS &
REGULATIONS -- The contractor shall comply with the requirements of
Federal Aviation Administration (FAA) Regulation Parts 21, 23, 25, 33,
36, and 43 as applicable to the modified aircraft in order to obtain
FAA certification. ARINC Characteristics 561, Code of Federal
Regulations 40, and FAA Advisory Circular 90-45A are also applicable.
GENERAL REQUIREMENTS Typical flights will be a medium range of 400 --
800 nautical miles. The aircraft shall be certified with an FAA
supplemental type certificate (STC). The STC shall cover all unique
aspects of the herein described modification/integration and shall be
supplemental to the basic FAA Regulation Part 23 certification of the
standard aircraft. The Standard Airworthiness Certificate & STC shall
be the requirements for this a/c. SPECIFIC REQUIREMENTS -- The a/c
shall have the following mandatory requirements: (a) Passenger seats
that are easily removed/installed to facilitate the configuration
requirements of each mission; (b) Environmental Control System (ECS)
that is capable of maintaining cabin pressurization no greater than
8,000 feet at operating service ceiling; (c) Painted in accordance with
best commercial practices utilizing a polyurethane base paint (for
example alumigrip); and (d) Equipped with a Stormscope. SPECIALIZED
REQUIREMENTS -- Aircraft Flight Performance Requirements -- The
following min performance reqs are mandatory: (a) Range -- 1,500 NM
with 60 minute reserve; (b) Speed -- Cruise speed 240 KTAS as a min at
altitude; (c) Service Ceiling -- 25,000 feet min based on optimum a/c
performance, and 17,500 feet min with single engine; (d) Take Off --
International Standard Atmosphere (ISA) day + 300C to ISA + 350C; High
altitude airports, 8,000 to 10,000 feet, at gross weight with no wind
condition; Accelerate-stop distance 3,737 feet; (e) Crew -- Two crew
members (pilot/co-pilot); (f) Equipment -- Survival gear, baggage and
law enforcement equipment totaling 300 lbs.; (g) Payload -- Up to seven
passengers; Min of 2000 LBS payload capacity; (h) Maximum Gross Take
Off Weight -- Includes aircraft basic empty weight, payload, crew and
maximum fuel/oil/hydraulic fluids; (i) Service Life -- 15,000 operating
hours after completion of modification. Instrumentation Package shall
have: (a) Standard EFIS; (b) Davtron 811B clock at Pilot and Copilot
positions; (c) Backup airspeed and altitude indicators shall operate
independent of the primary electrical systems; (d) Backup attitude
reference indicator. Communication/Navigation Equipment shall be the
standard Collins Pro-Line II or equivalent equip, to include: (a) Dual
VHF; (b) Dual VOR/NAV; (c) ADF; (d) Radio Altimeter; (e) Encoding
Altimeter; (f) Dual Compass; (g) Dual DME with Hold Functions; (h) Dual
Marker Beacons; (i) Dual RMI -- Both VOR and ADF; (j) Dual Transponder
with Mode C and S; (k) Air Data Computer; (l) ELT (Emergency Locator
Transmitter); (m) TCAS (Threat Collision Avoidance System); (n)
Wulfsburg GNSX-LS Global Positioning System. Intercommunications System
(ICS) -- (a) The Intercommunication System shall permit two-way
communication between pilot and co-pilot; (b) The pilot and co-pilot,
shall have both transmit and receive capability on all RF communication
systems; (c) A rotating selector clearly marked with ICS, VHF 1, VHF 2,
HF, and FM shall be provided for audio selection; (d) The pilot and
copilot shall have individual speakers; (e) The cabin area shall have
a sufficient number of speakers so that each passenger can hear all
announcements. Autopilot System shall have a 3-axis autopilot system
with the following modes of operation: heading, navigation, approach,
backcourse, altitude hold, altitude select, indicated airspeed hold,
vertical airspeed hold, vertical trim, soft ride, yaw damper, command
roll, turn, go around, and test. (a) Navigation mode to couple with
VOR/DME, and GPS; (b) TCS, SYNC, and disconnect available to both pilot
and copilot; (c) Flight Director -- Pilot and Copilot. Aircraft
Security System shall have a security system that will include the
following: (a) Audio horn to warn off potential intruders; (b) A
recording device that identifies the area(s) subject to
tampering/intrusions; (c) A user system that will display recorded
intrusions; (d) The fueling ports and accesses will be an integral part
of the system. Standard Weather Radar Antenna shall be modified with a
larger antenna dish to enhance radar range and sensitivity. TRAINING
-- Aviation Certificate Training for Pilots shall be provided by the
contractor to include the necessary systems and flight tng to qualify
four (4) designated personnel. The tng provided shall be recorded in a
flight syllabus document that meets all applicable FAA regulations.
The proposed training syllabus will be reviewed and approved by DEA.
Aircraft Maintenance Training and System Operational Training shall be
provided by the Contractor to qualify four (4) designated personnel.
Areas of tng shall include; airframes, propulsion, avionics and
electrical. The tng provided shall be accomplished under applicable FAA
guidelines. TECHNICAL (tech) MANUALS shall be developed and provided by
the Contractor. Manuals shall contain sufficient scope of text written
to the depth necessary to operate, test, and maintain the equipment
represented in this specification. The manuals shall include as a min:
(a) Pilot's Operating Handbook; (b) Aircraft Maintenance Manuals; and
(c) Illustrated Parts Breakdown. All required manuals and handbooks
shall be submitted to the COTR for review and approval sixty days prior
to delivery of the aircraft. The Contractor is responsible for
maintaining currency of the Tech Manuals and providing the COTR with
the appropriate revisions. WARRANTY on all parts of the aircraft shall
be covered by the Contractor's standard warranty of at least one (1)
year. INSPECTION & ACCEPTANCE of the aircraft will take place at the
Contractor's facility. During inspection and before acceptance, the
aircraft will be subjected to the following tests to determine
compliance with the requirements set forth herein: (a) DEA aircraft
acceptance test; (b) Environmental tests; and (c) FAA flight
certification. FAR clause 52.211-9, "Desired & Required Time of
Delivery" is applicable to this action. DELIVERY -- The desired
delivery time is 180 days after contract award. The required delivery
time is 365 days after contract award. CONTRACTOR'S PERFORMANCE -- The
Contractor's performance, under any contract resulting from this SOL,
will be rated by the Government (Gov). This rating will be performed
at least twice a year by the COTR utilizing the Gov's Rating Guidelines
& Contractor Performance Report. The Contractor will be provided with
an opportunity to respond to the rating and all comments, rebuttals, or
additional information will be attached to the Performance Report and
forwarded to the cognizant Contracting Officer (CO). This information
will be maintained on file for a maximum of 3 years, after completion
of contract performance, and will be used by the contracting activity
to provide information to other contracting activities regarding the
Contractor's current and/or past performance. INSTRUCTIONS TO OFFERORS
-- Commercial Items -- The proposal shall be IAW the instructions set
forth in FAR prov 52.212-1. The Offerors shall submit supporting tech
literature with the appropriate narrative to demonstrate their
capability. Past Performance -- Capability information with regard to
past performance will be collected using "Past Performance Contractor
Surveys". Offerors shall submit the name, point of contact, address,
Tel. & Fax No. on at least three Gov agencies or commercial sources
with whom the offeror has current or previous contracts for the
same/similar type of aircraft, as part of his proposal. Surveys will be
submitted to these sources by the CO/Specialist. The Gov is not limited
in any way to securing only the info provided by the survey. The
proposal shall include the info required in FAR prov 52.212-3, "Offeror
Representations and Certifications -- Commercial Items". FAR clause
52.212-4, "Contract Terms and Conditions -- Commercial Items", applies
to this acquisition. FAR clause 52.212-5, "Contract Terms and
Conditions Required To Implement Statutes or Executive Orders --
Commercial Items", is applicable to this acquisition. Incorporated by
reference are: 52.206-6 "Contractor Identification Number-Data
Universal Numbering Systems Number", 52.216-18 "Ordering", 52.216-19
"Order Limitations", 52.216-22 "Indefinite Quantity", 52.217-9 "Option
to Extend the Term of the Contract", and 52.232-19 "Availability of
Funds for the Next Fiscal Year". Proposals shall include the offeror's
tax identification number. FAR clauses & provs can be found, in full
text, on the Internet at www.arnet.gov/far. BASIS FOR AWARD -- FAR Prov
52.212-2, "Evaluation Commercial Items is applicable to this action.
Paragraph (a) incorporated by reference. The following factors shall be
used to evaluate offers: (i) Tech capability of the item offered to
meet the Gov requirements (b) Federal Aviation Regulations; (c) General
Requirements; (a) Aircraft Flight Performance Requirements; (d)
Instrumentation Package; (e) Communication/Navigation Equipment; (f)
Intercommunications System; (g) Autopilot System; (h) Aircraft Security
System; (i) Weather Radar; (j) Training; (l) Tech Manuals; (k)
Warranty. The Gov's min stated requirements will be graded on a
pass/fail basis. Only after exceeding these min requirements will
additional points (up to the max possible for that criteria) be given
for exceeding these requirements. Additional credit will be
commensurate with the additional benefit derived or the value of the
additional feature received for exceeding the min stated requirements,
(ii) Past Performance -- The Gov will interpret past performance
information and determine a score based on the subjective information
received. Offers will be evaluated on the basis of the quality and
content of their past performance as indicated by other federal and
nonfederal organizations. Primarily, Offerors will be evaluated based
on the general level of satisfaction displayed by their customers on
requirements similar to this SOL's. Secondarily, offers will be
evaluated on how their performance has been for similar services, (iii)
Price. Price is an important factor in the award decision. Proposals
will be evaluated for purposes of award by adding the total price for
each line item to obtain a subtotal for each period, then adding the
subtotals for each period together for a total price for the base plus
all option periods. Discounts for prompt payment, if offered, will not
be considered in evaluation for award. Paragraphs (b) & (c) are
incorporated by reference. This is a best value procurement. The Gov
will award a contract resulting from this SOL to the responsible
offeror whose offer conforming to the SOL will be most advantageous to
the Gov, price and other factors considered. IAW FAR 15.305, "An
agency shall evaluate competitive proposals and then assess their
relative qualities solely on the factors and subfactors specified in
the SOL." Tech proposal evaluation will be significantly more important
than cost or past performance or, cost and past performance combined.
The Gov reserves the right to make no contract award as a result of
this SOL. REVISED & FINAL OFFERS -- Although the Gov anticipates
holding discussions, award may be made on the basis of initial
proposals without entering into discussions/negotiation with any
Offeror. Therefore, Offerors are cautioned to submit their most
favorable pricing in their initial proposal. All communication
concerning the SOL, including any of a tech nature, must be made to the
Contract Specialist identified herein. All tech questions concerning
this SOL must be in writing and received by 3:00 pm, local time, no
later than seven calendar days after SOL publication date. The Gov may
not consider questions received after this date. The established due
date for receipt of proposals is July 23, 1998 at 3:00 p.m. EST. Any
firm desiring consideration must fully demonstrate the proposed type of
aircraft and their capabilities to perform the mandatory requirements
stated herein to include supporting tech literature and narratives, and
submit their proposal in response to this syn/sol. Posted 07/01/98.
