This is not a Request for Proposals. This is a notice expressing
USAID's intention to negotiate and award a sole source contract with
AdminaStar Solutions, Inc. (ASI)(dba Healthcare Solutions) for the
administrative costs in the processing of run-out claims, which are
subject to the premiums paid under the current contract with ASI, which
expires August 31, 1998. Foreign nationals from under-developed
countries have come to the United States and Puerto Rico for academic
and technical training, study and observational tours. Premiums were
collected by ASI and passed on to its insurer and are available for
future claims. Current participants have up to a year to file a claim
after the expiration date of the contract. The current contract does
not contain a provision for the payment of such administrative costs to
ASI. New contract(s) will be awarded under a solicitation issued May
22, 1998 and closing June 29, 1998, to provide full services under the
Health and Accident Coverage Program, effective September 1, 1998. In
the meantime, a contract is needed with the current contractor to pay
the costs for the continued processing of any claims that may be
submitted and postmarked by August 31, 1999. This follow-on procurement
will be negotiated solely with ASI based on Federal Acquisition
Regulation 6.302-1, Only One Responsible Source and No Other Supplies
Or Services with Satisfy Agency Requirements. Negotiations will proceed
with ASI unless responsible firm(s) submit clear and convincing
documentation, including technical and pricing data to indicate the
firm's ability to meet the time schedule commencing September 1, 1998
without substantial duplication of costs to the Government. If a
response is received that meets the requirements, and an analysis of
such a response indicates that a solicitation document would be more
advantageous to the Government, a formal solicitation may be issued.
Please do not request copies of a solicitation. Written responses are
required within fifteen (15) calendar days from thedate of the
publication of this notice. No oral responses will be accepted. Posted
