NASA/JSC plans to issue a Request for Quotation (RFQ) for Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Electronic Handbook (EHB) Support and Success Story Collection. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the firm fixed price services and deliverables from REI Systems, Inc as a commercial item using FAR Part 12. REI was selected into the SBIR Program to develop this technology and as such is the sole proprietor of the STTR Electronic Handbook. Therefore, REI is the only source available to continue work maintaining, supporting and implementing the STTR Electronic Handbook. Also, REI is the only source of the training, tracking, and evaluation tools necessary to provide training, reports, and presentations on the SBIR program using the STTR Electronic Handbook and for the success story collection & notebook. Interested firms have 15 days from the publication of this synopsis to submitin writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
