District, U.S. Army Corps of Engineers intends to solicit bids for a
steel Galley/Quarters Barge. The new vessel will be a non-propelled,
steel barge with dimensions of 301 ft. by 40 ft. by 11 ft. The vessel
will include a central galley and two mess areas on the main deck with
staterooms on the upper (second) deck. The below deck space shall
consist of storage space for the galley, linen storage space for the
fleet, machinery to support galley operations and provide services to
the staterooms, and a crew laundry and lounge area. The new vessel will
provide housing meals, and support services for the Vicksburg District
MAT Sinking Unit during maintenance operations on the Mississippi
River. The galley must be capable of preparing and serving up to four
meals a day, for as many as 500 personnel at a given meal. The barge is
to be designed, built and classed to American Bureau of Shipping
(ABS)Preliminary Rules for Building and Classing Accommodation Barges
and Hotel Barges. The barge shall also be designed and built in
accordance with U. S. C. G. Regulations, Subchapter H. The solicitation
is based upon a Preliminary Design prepared by the USACE Marine Design
Center, Philadelphia, PA. The procurement will utilize the Marine
Design's Center three phase contracting methodology. Liquidated Damages
are included and bonding is required. The solicitation is 100 percent
set aside for small business. The SIC code is 3731 and the size
standard is 1000 employees. The solicitation will be issued on (or
about)July 24, 1998, and close on (or about) Aug. 25, 1998. Interested
firms should request a solicitation package by written request to the
above address and be accompanied by a company check made payable to
"FAO USAED NORFOLK" in the amount of $40.00 dollars, U.S. The check
should also be annotated with the firm's Federal Tax Identification
Number. Personal checks should be annotated with the SSN of the
requesting party. Telephone requests for solicitation packages will not
be honored. Interested firms are cautioned that they must be registered
in DoD's Central Contract Register in order to be eligible for award
(reference DFARS 204.7300). Instructions regarding registration will be
