5096 The Aeronautical Systems Center Armament Product Group,
Directorate of Aerial Targets (ASC/WMA) plans to award a production
contract for approximately 25 -- 100 sub scale aerial targets (SSAT)
capable of carrying heavy weight electronic countermeasures (ECM)
systems. A draft RFP will be released by close of business July 6,
1998, on the Eglin PK Home Page (Major Acquisition Programs -- NTSSAT),
for all companies interested in competing. Comments and questions on
the draft RFP will be due not later than July 20th. The SOO and SRD for
this requirement will be on the home page by July 2, 1998; and all
future documentation relating to the solicitation/future contract, will
be placed on the home page as well. The RFP is tentatively scheduled
for release August 27, 1998 with contractor proposals due Sept 28,
1998. The address for the Eglin PK Home Page (Major Acquisition

SSAT is to satisfy a near term short fall in targets that cancarry the
heavy weight ECM pods and other countermeasures systems. Presently,
the Air Force 475 Weapons Evaluation Group (WEG), Tyndall AFB, FL
operates the MQM-107 and BQM-34 SSAT to satisfy air-to-air missile test
and evaluation requirements. Recent operational mission decisions have
increased the use of SSAT countermeasures employment capabilities to
satisfy aerial target mission configurations required for air-to-air
missile shots in ECM scenarios. The present inventory of BQM-34s
supports this capability. The inventory of Air Force BQM-34s will be
depleted in FY00. The Air Force intends to maintain its SSAT ECM
capability in the near term, FY00-02 time frame until an intermediate
term, FY03-07 multi-mission capable SSAT is operational. Requirements
that must be satisfied for the near term SSAT capability have been
addressed in a sources sought synopsis published April 10, 1998 and
revised April 21, 1998. Responding firms must have a secret level
security clearance and must be export control certified inaccordance
with DOD 5230.25. Export control certification may be obtained through
the Defense Logistics Services Center (DLSC), Battle Creek, MI,
49016-3412, telephone 1-800-352-3572. Any hardware or services that the
Government may elect to procure as a result of responses to this
inquiry will be announced separately. It is not the intent of the
Government to obtain proprietary information; however, interested firms
should understand that material presented in response to this inquiry
may be used by the Government to help formulate requirements documents

Collect calls will not be accepted. An unclassified bidder's library is
available containing information relevant to this acquisition. An index
of library documentation is also available on the internet at the Eglin
PK Home Page. A 24 hour limitation for temporary loan of unclassified
documentation has been established. Interested offerors may contact Mr.
Jack Hewitt, ASC/WMA, for authorization to visit the near term SSAT
bidder's library. Upon receipt of authorization, offeror should contact
Mr. Tom Brocato, SEMCOR Inc., 368 Adams Ave, Valpariso, FL 32580,
850-678-7887, to schedule access to the library. Offerors must be
certified for access to DOD Scientific and Technical
Information(STINFO) by the United States/Canada Joint Certification
Office, Defense Logistics Services Center, Federal Center, Battle
Creek, MI 49017-3084, 1-800-352-3772. A DD Form 2345 must be provided
to Mr. Brocato prior to visiting the library. A Statement of Terms and
Conditions for Release of Air Force Owned or Developed Computer
Software Packages must be completed by each offeror prior to access to
software documentation in the library. Col Richard Moriyama,
AFDTC/CDS, is the ombudsman for this prospective requirement and can
address concerns from offerors or potential offerors. The ombudsman
does not diminish the authority of the program director or contracting
officer, but communicates contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the ombudsman shall maintain strict confidentiality as to
the source of the concern. The ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
