The Bureau of Reclamation intends to issue a Purchase Order to Mr. Jeff Phipps for consultation services to support the CALFED Bay-Delta Program acting as the role of coordinator/chair of the Category III Monitoring, Assessment and Reporting Workgroup. The prerequisite for this award is extensive experience in organizing and implementing Bay-Delta programs; community meetings; briefings for the press; local government, and business groups; public outreach and education programs throughout the state on many complex and controversial water issues; development of a variety of informational documents including press releases, brochures, newspaper articles, video scripts, and a range of educational materials on CALFED and Bay-Delta issues; experience with non-advocacy organizations, knowledge and experience of the broad range of stakeholder interests, and demonstrated cooperative working relationships with CALFED stakeholders. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. No solicitation exists, and this notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication ot this synopsis will be considered by the Government. A determination by the Government not to compete with this p roposed contract based upon responses to this notice is solely within the discretion of the Government.
