Naval Air Systems Command intends to negotiate and award additional
cost reimbursable (CPFF) Component Improvement Program (CIP) services
under existing CIP contract on a sole source basis to General Electric
Aircraft Engines (GEAE), located at 1000 Western Avenue, Lynn, MA
01910-0445. Services required encompass additional testing, engineering
analysis, technical services, and reports analyzing safety and
readiness problems, maintaining specification performance, redesign of
low reliability parts, forecasting "wear-out" rates, and developing
design changes and repair procedures for F404-GE-402 engines for the
period of 1 July 1998 through 30 September 1999. No hardware will be
required, although the contractor will provide supplies necessary to
perform. GEAE is original manufacturer, and only known source,
possessing the requisite knowledge, experience, special tooling, and
technical data required to provide the F404 CIP services. This synopsis
