for Proposal (RFP)for commercial items prepared in accordance with the
format in FAR subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation of this requirement, proposals are being requested and a
solicitation package will not be issued. This combined synopsis/
Request for Proposal incorporates provisions and clauses that are in
effect through the Federal Acquisition CIrcular 97-14. This procurement
is a 100% small business set aside under the standard industrial
classification code 3699. The small business size standard is 750
employees. The FBI proposes to procure electronic tools and test
equipment. The item quantities and descriptions are: (1)-six (6)
Specialized tool cases, model SPC285B; (2)- three (3) Fluke 8060A
multi-meter's; (3)-ten (10) Breaker Tracer's: (5)-one (1) Global
Specialities AC transformer; (6)-nine (9) Harris TS22A Butt Sets;
(7)-fifteen (15) Metrotel VNA-70A test sets; (8) ten (10) Progressive
701K tone probes'; (9)-six Motorola UHF radios; (10)-one (1) Fiber
Vufiber microscope; (11)-twelve (12) Specialized tool bags, Model
CY240NBL; (12)-four (4) Ideal fish tape; (13)-nine (9) Ultratorch
propane solder iron's; (14)-nine(9) Ultratorch butane torches;
(15)-four (4) Dremel moto tools. The above cited manufacturer models
are known to meet the specifications, and constitute the establishment
of a standard of quality, however, they are not considered to be the
only product which will meet the specifications. Offerors proposing to
supply Manufacturer's/Models other than those specified in the notice
are required to submit their proposal specifications data sheets of
their technical acceptibility with the specifications stated above. The
Government reserves the right to request product samples which can be
tested for compatibility. Required delivery is within 30 days ARO, FOB
destination, Engineering Research Facility, Building 27958-A,
Quantico, Virginia, 22135. All reasonable sources may submit a proposal
which shall be considered by the agency. Responses to this notice must
be provided in writing. The provisions of FAR 52.212-1, Instructions
to Offerors-Commercial Items and 52.212.-2, Evaluation Commercial Items
and 52.212-4, Contract Terms and Conditions Required to Implement
Statutes or Executive Order Commercial Items apply to this acquisition.
The evaluation criteria for this solicitation will consist of technical
capability of the offered items to meet the agency requirements, price
and past performance. Techhnical capability and past performance when
combined are equal to price. Offerors shall include a completed copy
of the provisions at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with their offer. Standard commercial
warranty is required. Proposals are to be submitted on SF 1449. An
original and two copies of the proposal are due by 11:00 AM, EST,
Wednesday July 15, 1998, to the attention of Ms. Margaret Nagel,
Contract Specialist, Federal Bureau of Investigation, Engineering
Research Facility, Building 27958-A, Room A-265, Quantico, Virginia,
22135. HAND DELIVERIES TO ANY FBI OFFICE WILL NOT BE ACCEPTED. FAX
DELIVERIES WILL NOT BE ACCEPTED. Offerors shall provide names,
addresses and telephone numbers of customers, either Government or
commercial, that have received the same product during the past three
years (this information is needed for the evaluation of past
performance). Offerors must acquaint themselves with the new
regulations concerning Commercial Item acquisitions contained at FAR
