DTCG87-98-B-643069 -- Improvement to the Boathouse at USCG Station
Ketchikan, Alaska. Provide all materials, equipment, transportation,
incidentals to perform labor to make improvements to the boathouse at
USCG Station Ketchikan, Alaska in accordance with the plans and
specifications. Work includes, but is not limited to: remove and
discard the following five-foot by forty-five foot steel tide bridge;
100 feet of six foot and ten foot floating wood docks; all utilities on
wood docks including electrical/telephone, potable water, and pneumatic
lines; removal of 185 linear feet of six foot floating wood docks;
removal of all marine growth from the docks and transport docks to a
storage site as designated by the COR; install a new five foot by sixty
foot galvanized steel tide bridge; provide an option for steel frame
and cover for the ramp; install 210 linear feet of six foot, ten foot
and twelve foot floating wood docks; install continuous fendering along
the edge; install one nine inch galvanized steel guide pile, drill and
socket pile into rock; perform reinforced concrete work to modify the
existing concrete pier decking; install an eight cubic yard submarine
concrete pad; install new utilities for three moorage locations on the
floating docks to include electrical, telephone, hot and cold potable
water and supplied air; construct a small storage shed, approximately
fifty square feet on the floating dock and install miscellaneous items
including handrails, life ring stations and small capacity hoist. The
estimated cost range for this project is between $125000 and $250000.
The time for completion of this contract is 120 calendar days after
notice of award. The work required by this solicitation is identified
as Industry Standard #1629 and the applicable size standard is $17.0
million dollars in annual receipts for the past three years. This
procurement is issued pursuant to the Small Business Competitiveness
Demonstration Program, Public Law 100-656, as implemented by the OFPP
Policy Directive and Test Plan dated 8/31/89. This is not a small
business set-aside. All responsible sources may submit a bid which
shall be considered by the U. S. Coast Guard. Requests for bid
documents must be submitted and received by this office no later than
6 January 1998. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short- term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime or subcontractor at
any tier. The DOT Bonding Assistance Program enables firms to apply for
bid, performance and payment bonds up to $1.0 million per contract. The
DOT provides an 80% guarantee of the bid bond amount to a surety
against losses. Loans are available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. Themaximum line of credit is $500,000. For further
