COMMERCE BUSINESS DAILY ISSUE OF JUNE 29,1998 PSA#2126CONTINUATION OF SOFTWARE DEVELOPMENT, MAINTENANCE, ENHANCEMENTS,
DOCUMENTATION, USER TRAINING, AND HARDWARE MAINTENANCE FOR THE TACTICAL
SUPPORT SYSTEMS (TSS) OF CONTRACT N00167-96-D-4003. The Carderock
Division, Naval Surface Warfare Center (NSWCCD) intends to procure,
through Other than Full and Open Competition, additional work labor
support hours for the Base Year 3 and Optional Years 1 and 2 of the
subject contract N00167-96-D-4003, for highly specialized computer
software development and technical support services directed toward the
development and implementation of Tactical Support Systems for the Navy
Warfare Development Command (NWDC) formerly Navy Tactical Support
Activity (NTSA). The tasking efforts covered under the subject contract
(N00167-96-D-4003) require the contractor to possess unique
qualifications and apply specialized knowledge on a variety of
development projects including: Tactical publication production system,
Navy tactical distribution system, Activity Security system, Budget
system, and Tickler system, as well as the transition of several
systems to new equipment and operating systems. Many of the
components/modules that comprise the various systems in placeat NWDC
were originally developed using Oracle 6.0, SQLFORMS, Pro C, and
SQLMENUS under a 3COM networkinig environment. Several of them were
later redesigned or modified for use in a Microsoft Windows environment
using Oracle 7.0, Powerbuilder 4.0, and Microsoft C++ in a Novell 4.0
networking environment. And finally, many of these are currently being
transitioned to a NT/Windows 95/Internet browser environment using
Oracle 8.0, Powerbuilder 6.0, PowerJ, PL/SQL and Visual Cafe in a
Windows NT 4.0 networking environment. Due to their complex
inter-relationships, these systems cannot be transitioned individually,
but must all be transitioned at one time, thus necessitating a
significant level of expertise concerning the systems which are in
place at NWDC. NSWCCD intends to procure these additional work labor
support hours via a modification to the subject contract
(N00167-96-D-4003) with Atlantic Analysis Corporation, 3634 South Plaza
Trail, Suite 201, Virginia Beach, VA 23452. The subject contract is an
indefinite delivery/indefinite quantity, time and material contract
with fixed labor rates. The contract specialist is Scott Sentz (301)
227-5822, Code 3324 and the Contracting Officer is Renee Cairo-Iocco.
The FAR cite supporting Other than Full and Open Competition is FAR
6.302-1(a)(2)(iii), only one responsible source and no other supplies
