VIRTUAL PRIME VENDOR This notice is an addendum to Broad Agency Announcement (BAA) SPO410-97-V-0004, published September 11, 1997 and amended on October 09, 1997, February 12, 1998, February 17, 1998 and February 23, 1997. This addendum requests abstracts for Supply of Auxiliary Power Unit Spares. All responsible sources capable of satisfying the Government's requirements may submit an abstract. Firms wishing to submit an abstract may obtain the Proposer Information Packet (PIP), by contacting Sherrill King at Defense Supply Center Richmond, DSCR-CGB, 8000 Jefferson Davis Highway, Richmond, VA 23219, (804)279-5127, or ssking@dscr.dla.mil. Interested sources must sumbit an orginial abstract plus four (4) copies to Ms. King by 2:00 p.m. July 10, 1998. DLA will consider all abstracts received; however, firms who fail to submit an abstract will not be eligible for future award(s) under this addendum. Any firm who submitted an abstract in response to the original or amended BAA will automatically be considered eligible for award under this addendum. Therefore, any such firm need not submit another abstract, unless the firm wishes to submit a different or changed abstract as a result of this addendum. Each offeror will be notified in writing of the merits of its abstract. Regardless of the merit of any abstract, all offerors will be allowed to submit a full concept paper by a specified date and time. To aid in preparation of a concept paper, all offerors will receive an attachment to the PIP. The PIP attachment will be a Section L and M tailored to the offerors' abstracts. Wholly different abstracts will result in different PIP attachments. The PIP attachment will contain instructions for submitting a concept paper and will detail the criteria for evaluation of the concept papers. Failure to submit a concept paper will preclude consideration for award. Concepts which are considered advantageous to the government may be selected for award. If competing abstracts are received, the government will first evaluate abstracts for merit based upon the criteria identified in the original BAA, the amended BAA and PIP. The PIP attachment will explain how competing offerors will be notified of the selection and given an opportunity for a preaward debriefing. The selected concept will form the basis of the statement of work and ultimate contact award. If only one abstract is received, it will be evaluated based solely upon the criteria identified in the original and amended BAA. If the concept is considered advantageous to the government, the concept paper will form the basis for the statement of work and ultimate contract award. Posted 06/25/98
