R -- CONDUCT TRAINING SESSIONS IN CANCER REGISTRATION SOL RFQ80163-NS DUE 070998 POC Patricia Haun, (301) 496-8613 The National Cancer Institute (NCI), Office of International Affairs proposes to procure the services of Emory University, 531 Asbury Circle, Atlanta, GA 30322. Specifically, the services of a biostatistician-epidemiologist, Dr. John L. Young, Professor of Epidemiology at Emory University are required. Dr. Young's services are needed for conducting on-site courses for cancer registries in the Middle East, Latin America, Africa, and other developing areas. Background: The National Cancer Institiute's international effort, coordinated by the Office of International Affairs (OIA) works in conjunction with program at other NIH Institutes and the Fogarty International Center. Advances in cancer research result from NCI support and support from other U.S. agencies, international organizations, and other countries. Individual scientists initiate most of the cooperation in cancer research here and abroad. Therefore, the National Cancer Institute, when the opportunity or need arises, provides training within other countries to advance science and promote cooperation. The goal of this training is to provide an intensive overview of population-based and hospital based cancer registry operations in the foregoing regions of the world. Requirement: The Contractor shall conduct a course that will provide the student with practical experience as well as perspective on current developments in the field. During the workshops, participants will practice abstracting, staging, and coding medical information. Participants will also gain experience in interpreting and using registry data. In order to conduct cancer registry training in the Middle East, Latin America, Africa, and other developing areas, the biostatistician shall have teaching experience and credentials, including a doctoral degree in biostatistics/epidemiology, in establishing and maintaining cancer registries. Furthermore, the Contractor shall have international experience in different environments, especially developing countries, that have varying levels of technology, confidentiality concerns, cultural differences, and organizations. This notice is a combined synopsis/solicitation and NCI does not intend to issue a separate solicitation. This solicitation, RFQ80163-NS, is not set-aside for small business with a Standard Industrial Classification Code of 8733. Dr. Young is a noted expert on cancer registries and the incidence of cancer in multiple countries; furthermore, he has registry experience and multiple contacts in numerous countries by virtue of his work, research, and status as the former Director of both the California Cancer Registry and the North American Association of Central Cancer Registries (NAACCR), along with being the current president of the International Association of Cancer Registries (IACR). Emory University is the only source known to NCI that can meet these requirements based on Dr. Young's background. However, if any interested party believes it can meet the above specification, it may submit a statement of capabilities. Information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office within 15 days after the publication date of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
