DESIGN SERVICES SOL DAHA06-98-R-0004 POC POC: Contracting Officer,
Luetica Grant (860) 524-4865 Indefinite Delivery Contract. The
Connecticut Army and Air National Guard requires and indefinite
quantity contract for design of repairs, alterations, and new
construction projects at the Connecticut Army and Air National Guard
Statewide. Anticipated services includes Types "a", "B", and "C"
services. The scope of the services include project books, statements
of work, environmental studies, environmental impact statements, field
surveys, investigative and concept services, preparation of design
documents, cost estimates, economic studies, reports on various
mechanical, electrical, structural projects, and construction
inspection. The selected firm will be ineligible to compete for design
contracts on projects for which they have developed project books or
statements of work. Services include but are not limited to pavement
systems, roof systems, utility systems, HVAC, environmental and safety
problems. The A/E must be willing to accomplish numerous small sized
projects with fees ranging from $1,000 to $10,000 in addition to any
larger sized projects. The services will be performed under an
indefinite delivery/quantity contract with numerous individual fixed
price ddelivery orders representing different projects. The total
cumulative amount of the contract shall not exceed $1.5M and no
individual order shall exceed $300,000. The technical capabilities
required are: architectural, civil, electrical, structural,
environmental, and mechanical available in-house or as a consultant.
The evaluation factors in order of importance are as follows: (1)
Professional qualifications; (2) Specialized experience; (3) Capacity
to perform and accomplish the work in the required time; (4) Past
performance; (5) Geographical location and knowledge of the locality of
the project; (6) Volume of work previously awarded by DOD with the
objective of effecting and equitable distribution of DOD contracts.
Participation by all size firms is welcomed. The start date will be
approximately November 1998. The contract period is twelve monthsm a
contract extension at the option of the government cann add up to
twelve additional months. This is not a request for proposal.
