contemplates awarding a Firm Fixed Price contract for Architect
Engineer services for preparation of plans and specifications, cost
estimates, related studies, final construction drawings and all
associated engineering services for Finalizing the conceptual plans for
Replacement of the East Refrigeration Plant Chillers (ERP) of the
United States Capitol Power Plant, Washington, D.C. Design services
will include: (a) replacement of chillers with an anticipated capacity
of 18,000-24,000 tons; (b)evaluation of alternative chiller and
auxiliary drives, (c) life cycle cost analysis of alternative drives,
(d) installation of new chillers and all related accessories including
cooling towers, chilled water and condenser water pumps, piping, etc.
Services shall include all mechanical, electrical, plumbing,
structural, architectural and civil design. Estimated construction cost
is between $12,000,000 and $15,000,000. Duration of the contract: final
reports for the conceptual plan shall be completed within three (3)
months after an award. The final design shall be completed within nine
(9) months after the completion of the conceptual plan. Control
optimization for the entire Capitol Power Plant (CPP) shall be included
in both the conceptual plan and the final design for the project. A
centralized control room shall be developed which would allow
monitoring, and control of all operations within the CPP. For the ERP,
the controls shall be fully integrated with the new chillers and
accessories. In other portions of the CPP, the controls may be an
adjunct to existing control systems but shall provide full remote
monitoring and control of all equipment including the chillers in the
West Refrigeration Plant and the boilers in the Boiler Plant. The East
Refrigeration Plant when initially built was the primary refrigeration
plant for the Capitol complex of buildings including the U.S. Capitol,
the Senate Office Buildings, the House Office Buildings, the Library
of Congress and the U.S. Supreme Court. Subsequently, the West
Refrigeration Plant was built and placed in service in late 1970s and
has become the primary refrigeration plant for the complex. It is
anticipated that with the replacement of the East Refrigeration Plant,
it will again become the primary refrigeration plant due to the
increased efficiency. Architect- Engineer firms which meet the
requirements described in this announcement are invited to submit four
(4) copies of each of the Standard Form 254, Architect- Engineer and
Related Services Questionnaire and Standard Form 255, Architect-
Engineer and Related Services Questionnaire for Specific Project.
Responses must be received within 30 days of the date of this notice.
Following an initial evaluation of the qualifications and performance
data submitted, firms considered to be the most highly qualified to
provide the type of services required, will be chosen for interviews.
Selection of firms for negotiation shall be through an order of
preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
services required that include: 1) Professional capabilities of
personnel and key personnel information; 2) Specialized experience and
technical competence as it relates to the specifics of this project;
3) Capacity to accomplish the work in the required time; 4) Past
Performance on contracts with respect to cost control, quality of work,
and compliance with performance schedules and 5) Geographical location
and knowledge of the locality of the project. The submittal package
must be received in the Office of the Architect of The Capitol Bid Room
H2-262, Procurement Division, Ford House Office Building, Second and
"D" Streets, S. W. Washington, D.C. 20515 by not later than 2:00 P. M.
Eastern Daylight Time, July 28,1998. Submittals received after this
