Reauthorization Act of 1990, P.L. 101-614, mandated that the President
within four years promulgate seismic safety standards for owned or
leased Federal buildings and determine how to apply such standards to
Federally assisted or regulated buildings. In compliance with this
mandate, the President in December 1994 issued Executive Order (EO)
12941. Section 2 of the Order requires that Federal Agencies within
four years, inventory their owned or leased buildings and estimate the
cost of seismically rehabilitating those that require it. Section 3 of
the Order requires that by December 2000, the Federal Emergency
Management Agency prepare for the Congress a comprehensive report on an
economically feasible program for the seismic rehabilitation of Federal
owned or leased buildings. Section 8 of the FEMA Reauthorizatioin Act
("the Act") calls for an analysis on how to apply seismic standards to
Federally regulated or financially assisted buildings. The report is
designed to satisfy both mandates. The objective of this contract is to
acquire the capability in terms of public-policy analytical skills,
seismic engineering experience, construction cost estimating, and
communications expertise that is required to prepare and present a
comprehensive report to the Congress by the deadline established by the
EO and the Act. The successful contractor will be required to evaluate
agency data and information on federally owned buildings, and
federally leased buildings. The selected firm will also be required to
evaluate data and information on federally assisted or regulated
buildings. Additionally, the Contractor shall be required to develop a
report to the Congress. Furthermore, the Contractor shall prepare the
deluxe edition of the report to the Congress. In addition, the
Contractor wil also prepare a project plan. All responsible sources may
