EXPEDITIONARY WARFARE DECISION AID ENGINEERING AND DEVELOPMENT SOL

253, (703) 696-4841 The Office of Naval Research intends to award a
contract to Science Applications International Corporation (SAIC) 1710
Goodridge Drive; McLean, VA 22102 on a sole source basis. The contract
is for continued development and modification of specialized software
baselines of existing Mine and Expeditionary Warfare Joint Maritime
Command Information System (JMCIS) segments. SAIC is the only known
company that currently possesses the required resources and in-depth
technical and operational knowledge of the overall Mine Warfare and
Environmental Decision Aids Library (MEDAL) system architecture design
to build, test and integrate upgrades with other Mine Warfare
development programs. In addition, the Office of Naval Research, in
coordination with several organizations, has developed the Joint
Countermine Application, and the Expeditionary Warfare Decision Support
System (EDSS). Each of these expeditionary warfare tactical decision
aids has proven to have significant potential to serve as mission
planning, evaluation, and Command/Control for various warfare areas at
command levels from unit through task force. These programs have been
developed somewhat independently, but share many common operational,
geographic, and technical similarities. These similarities make it very
cost effective and operationally effective to make the programs share
software, designs, and in some cases, software modules. This effort
requires the facilities and personnel to perform work up to the SECRET
