As part of the USEPA Office of Research and Development (ORD), the
National Center for Environmental Assessment (NCEA) recognizes the
importance of maintaining high standards for the quality of the science
and technical products that they produce and sponsor. NCEA acknowledges
that external peer review of all its products is a primary means of
ensuring that the highest standards of quality are achieved. U.S. EPA
has a requirement to provide peer review services in support of NCEA
responsibilities encompassing: NCEA Offices in Washington, DC, Research
Triangle Park, NC, and Cincinnati, Ohio; the NCEA Integrated Risk
Information System (IRIS) program; and the Risk Assessment Forum (RAF)
in Washington, D.C. Services will include: (1) performing external
peer reviews on NCEA, RAF and IRIS risk assessment documents; (2)
organizing peer reviews and preparing associated summary documents; (3)
planning, arranging, administering, and conducting workshops and
meetings in support of peer reviews; (4) preparing RAF issue papers on
human health and ecological risk assessment issues; and (5) developing
training programs and instructional materials to communicate the
purpose and scope of the Agency's risk assessment guidelines. The
results of these efforts must be able to meet NCEA's responsibilities
to provide scientifically and technically sound risk assessments to the
USEPA's Science Advisory Board, Program Offices and external customers,
and may require further scientific and technical review and
development. A detailed Statement of Work will be issued with the
Solicitation. It is anticipated that the Solicitation will be issued
during late July, 1998, providing for a response time of a minimum of
thirty (30) days. EPA intends to award more than one Indefinite
Delivery / Indefinite Quantity (ID/IQ) contract under the solicitation,
which will use task orders to procure services. Each contract awardee
will be given a fair opportunity to receive task orders, however, this
type contract guarantees each contract awardee a minimum dollar
amount. The contract period of performance will be a base period of 12
months, and a total of 27,600 LOE hours, commencing about February 15,
1999. The contract will contain options for two (2) additional 12 month
performance periods, each containing 27,600 LOE hours, which if
exercised makes the potential total contract performance term 36
months. The Base Period and each Option Period (1-2) will contain
options for additional quantities of 15,000 LOE hours. EPA uses
Electronic Commerce (EC) to issue Solicitations and amendments to
Solicitations. The subject Solicitation and any amendments to it will
be available via the Internet at the URL address shown below. Paper
copies of the Solicitation will not be provided. All responsible
sources may submit a proposal in response to the Solicitation which
