A -- TREATMENT FOR DISPOSITION OF MERCURY CONTAMINATED MIXED LOW-LEVEL WASTE SOL CBD103 DUE 071398 POC Suzette Olson WEB: Idaho National Engineering & Environmental Laboratory, http://www.inel.gov/procurement/litco/index.html. E-MAIL: Suzette Olson, smo@inel.gov. Lockheed Martin Idaho Technologies Company (LMITCO), P.O. Box 1625, Idaho Falls, ID 83415-3521. TREATMENT FOR DISPOSITION OF MERCURY CONTAMINATED MIXED LOW-LEVEL WASTE Contact Ms. Suzette Olson. Lockheed Martin Idaho Technologies Company, a Management and Operating contractor for the Department of Energy (DOE) at the Idaho National Engineering and Environmental Laboratory (INEEL), is seeking an expression of interest from firms to treat for disposal of mercury contaminated mixed low-level waste (MLLW). The facilities for treatment must be privately owned and operated outside of areas managed by DOE. Appropriate licenses and permits obtained at vendor expense must be in place prior to treatment under the contract(s). The estimated amount of waste for which treatment is sought under this announcement is 4.85 cubic meters (twelve separate waste streams). Types of mixed wastes to be treated include soils, sludges, debris, miscellaneous solids, and solids with some associated liquids. The waste streams are contaminated with low levels of radioactivity (below 100 nanocuries per gram) and are contaminated with mercury at concentrations greater than 260 mg/kg (Environmental Protection Agency (EPA) D009 waste code). Some of the waste streams carry additional EPA D waste codes as well as F, U, and P waste codes. The radioactive components may include, but are not limited to the following: americium, cobalt, cesium, plutonium, strontium, and uranium. Services to be contracted include performing any necessary sorting, sizing, and additional detailed characterization of waste required prior to treatment, processing the waste to meet applicable regulatory standards and requirements, any interim storage at the treatment facility, and transport and disposal of the treated product and any residuals in a permitted and licensed facility. The treated waste must meet all regulatory and other applicable requirements for disposal. Development of the request for proposal (RFP) and treatment of waste under the contract(s) will be contingent on availability of necessary funding. Qualified respondents must provide, in writing two (2) copies; company name, address, point of contact, phone/fax numbers, and a concise summary report that describes the capabilities of the respondent and a listing of all similar activities within the last 5 years complete with reference names and telephone numbers, and copies of licenses and permits held including NRC and agreement state licenses for radioactive materials, and RCRA permits. The expression of interest is totally separate from all other solicitations involving facilities or services for the treatment of INEEL MLLW. Firms interested in responding should forward the requisite information to: Ms. Suzette Olson, LMITCO, P.O. Box 1625, Idaho Falls, ID 83415-3521. Responses by fax or telephone will be considered nonresponsive. This Request For Interest will close 10 working days after publication. Posted 06/25/98 (0176)
