(UHC), which operates as a Durable Medical Equipment Regional Carrier for Region A, (DMERC-A) under contract with the Health Care Financing Administration (HCFA), plans to issue a Request for Proposal (RFP) to obtain competitive bids to provide Fair Hearings officer services to Medicare beneficiaries and Durable Medical Equipment (DME) suppliers who provide equipment, supplies and services to Medicare beneficiaries. The RFP will be for services provided under a subcontract of a Federal government (HCFA) contract for DMERC Region A claims services currently administered by UHC. This subcontract will be subject to applicable Medicare statutes, the Federal Acquisition Regulation (FAR) and the Medicare supplement to the FAR. All requirements including contract requirements will be included in the RFP. The definition, functions and duties of a Fair Hearing Officer are generally defined by the Medicare Carrier Manual, sections 12005, 12007, 12013-12028, 12040.1, 12100, and 12999.
